Job Description:

The Grants & Contracts Manager for Research is responsible for the overall management of all financial activities for the Department of Emergency Medicine's research portfolio. This position has oversight of all research activities in conjunction with the Vice Chair of Research. Additionally, this position serves in a leadership role for the research team and is ultimately responsible for guiding processes and developing new policies and procedures, while spearheading growth and new opportunities that expand Emergency Medicine's research and align with the department's strategic goals and tripartite mission. This position reports directly to the Chief Administrative Officer--(CAO). Specific Duties & Responsibilities: Sponsored Projects: Oversight of all pre-award and post-award activities for the department from start to finish Provide expert guidance on sponsored and institutional polices for all pre and post award issues; has expert knowledge of federal cost principles and advises faculty and staff accordingly to ensure compliance; uses independent judgement to apply principles Advise the Chair and Administrator as well as faculty and staff on sponsored research polices and assists leadership in decision making related to compliance issues Serve as a key member of the research leadership team Supervise budget development and overall submission of all grant and contract proposals. Guide and recommend procedural changes that positively affect awarded dollars and increases department's proposal success rates Mentor junior faculty in the pre and post award process through presentations at monthly meetings; develops educational resources and manuals; provides one/one education/training for all faculty; onboards new faculty to the research process Establishe policies and workflows for the grant submission process and post award management Manage all lines of business related to sponsored funding (grants, contracts, gifts, endowments, etc.) Manage the research portfolio for the Vice Chair of Research and Department Chair that includes several large multi-center awards, with over 50 subsidies, and -$10 million in annual revenue Monitor department's monthly deliverables report and ensures metrics are met and cash is collected by overseeing sponsored finance team Monitor faculty and staff (100+) percent effort expended on research grants and contracts and maintain equivalent salary distribution on accounts; oversee the e-form process and approvals Oversee the audit process and accountable for resolution of findings Recruit, train, managesand develop all (Sr.) Grants & Contracts Analysts Develop department's operating budget for sponsored research for annual budget submission to DBO and responds to issues/queries at the DBO and leadership level Oversee the monthly monitoring of sponsored All Funds and is responsible for reports to Chair,--Administrator, and DBO on status - highlights and addresses key areas of concern Analyze individual and departmental research funding for reporting to the Chair and Administrator Responsible for tracking all pending proposals and analyzing success rates; provides suggestions on performance improvements Responsible for AAAEM benchmark survey for research funding Responsible for all effort reporting in the ERS for all department faculty and staff (100+) and ensure certification for key effort reporting deadlines to ensure compliance with school policy (as Departmental Coordinator) Responsible for providing key financial and statistical reports and analysis related to research/sponsored funding for department leadership on an ad hoc basis; present findings to school leadership Provide monthly dashboard reporting and interpretation of results to the DOF Has independent judgement and makes routine decisions without direction - has decision-making authority that affects people and finances Develop policies and procedures for reimbursements Represent the department to the DBO and other institutional leadership as it relates to sponsored funding and reporting Minimum Qualifications (Mandatory): --

  • Five years of related experience in sponsored research and/or financial positions, preferably in an academic or medical setting
    • Two of those years must include working in a lead or supervisory capacity with extensive supervisory responsibilities or high level, direct involvement in JHU grants and contracts leadership development training projects, serving as a recognized subject matter expert
    • Successful completion of the RAT program (13-15 months) is equivalent to two years of relevant experience for this position. If an employee does not successfully complete the program, no additional experience will be applied.
    • Additional education may substitute for required experience and additional related experience may substitute for required education, to the extent permitted by the JHU equivalency formula.
      • JHU Equivalency Formula: 30 undergraduate degree credits (semester hours) or 18 graduate degree credits may substitute for one year of experience. Additional related experience may substitute for required education on the same basis. For jobs where equivalency is permitted, up to two years of non-related college course work may be applied towards the total minimum education/experience required for the respective job.
        Preferred Qualifications:
        • MBA or MHCA Special Knowledge, Skills, and Abilities: Knowledge of and experience with contracts and grant cooperative agreement terms and conditions, administrative rules, cost principals and regulations under OMB guidelines required Knowledge of US Government and private cost principles as well as grants and contracts management required Knowledge of accounting and budgeting theory and practices required Very strong organizational skills, analytical and problem solving abilities and attention to detail required Ability to maintain confidentiality Ability to work with flexibility on several tasks simultaneously and to meet various concurrent deadlines required Demonstrated ability to coordinate projects independently and work contractively as part of a team required Must be proficient in the use of Microsoft Excel, Word, PowerPoint, and the internet Strong interpersonal and communications skills, both oral and written required Ability to make independent judgements and to act on decisions on a daily basis required Ability to work for periods of time without immediate direction required Ability to prioritize own work Must enjoy working in a highly paced environment and working as a team participant Experience with Johns Hopkins University financial accounting system (SAP) strongly preferred

Blood tests for immunities to these diseases are ordinarily included in the pre-employment physical exam except for those employees who provide results of blood tests or immunization documentation from their own health care providers.
