Position InformationFunctional TitleBudget TechnicianRecruitment Category TypeStandardFunctional CategoryFinance/AccountingGradeGS.09FLSA StatusNon-ExemptRequisition Number22-0158Number of Vacancies1Job LevelNon-ManagementJob CodeN/AJob Description SummaryOrganization NameBudgetReports toDivision Manager, BudgetFull or Part TimeFull TimeIf Part Time how many hours per weekRegular or TemporaryRegularPosition End Date (if temporary)Work Schedule8:30 to 5:30, occasional overtime may be requiredPosition LocationLaurelPosition Summary InformationGeneral SummaryTheBudget Technicianperforms independent, highly responsible administrative and analytic work to support the operating budget, capital improvements program ( CIP ) and engineering support program ( ESP ) including collecting, compiling, analyzing, and developing budget data.Essential Functions+ Performs varied and independently, highly responsible administrative work+ Composes and edits correspondence and other materials of supervisors and staff members+ Updates and prepares budget preparation instruction packet for use by WSSC Water offices in preparing annual budget submissions+ Designs forms and formats for use by WSSC Water organizational units in supplying information to budget division+ Designs, coordinates and conducts training classes+ Liaisons with WSSC Water offices on budget procedures and usage of forms+ Creates tables, charts, graphs, analytical reports, and other data using Microsoft Office software+ Prepares documents for Internet web posting using advanced knowledge of Adobe Acrobat+ Prepares, coordinates, and monitors annual operating budget submissions and provides status reports on expenditures+ Actively participates in budget reviews+ Advises the budget division manager and section managers of potential systems modifications to improve data analysis and simplify use+ Maintains data integrity of budget workbooks+ Processes proposed and approved budgets, CIPs, and public hearing documents each year, maintains accurate mailing and distribution lists and coordinates distribution with county officials and other stakeholdersOther Functions+ Provides in-service training regarding budget and CIP submissions to assigned organizations+ Prepares advertisements notifying WSSC Water customers of public hearings, arranges for court reporters at those hearings, coordinates and distributes hearing transcripts+ Coordinates public hearings with WSSC Water offices and county staff+ Analyzes and updates operating practices+ Establishes and maintains record-keeping system for electronic files+ Receives requests and complaints from the public concerning administrative actions of WSSC Water, channels the requests to appropriate officials, follows up on the corrective actions, and sees that replies to the inquiries are given+ Maintains and processes staffing pattern and classification change adjustments+ Processes budget fund transfers and prepares reallocation reports+ Maintains and updates transfer and reclassification log, files and codes and updates appropriate automated systems+ Performs detailed fact gathering, data compilation, research, and report writing on budgets, organizations, personnel staffing, operations, and administrative systems+ Prepares various reports and summaries+ Researches information and prepares special studies and reports covering a broad range of capital and operating budget topics;
