Required:Active Secret What You Will Do : The Budget Analyst will
do the planning and development of operating budgets for the
Department of State's Enterprise Chief Information Security Officer
(E-CISO), in coordination with the Information Resources Management
(IRM) Bureau's budget office.Duties will include:
- Coordinate the development of budget guidelines, annual
legislative funding requests, and budget documents.
- Serve as liaison with representatives of external funding
agencies and organizations, as appropriate; provides special data
and analysis; negotiate preliminary funding approvals.
- Serve as legislative liaison, as appropriate to the position;
provides information to sponsors, reviews legislation, and inform
management of legislative funding proposals when and where
applicable to the E-CISO's Office.
- Review availability of funding and prepares approval budget
revision requests for unrestricted funding, requisitions for the
E-CISO's recruitment, service contracts, and new staff positions
for the E-CISO or USG Proxy.
- Review and advise the E-CISO or proxy on the financial
viability/cost-benefit, and the relative ranking of capital
requests and special project/program proposals for funding.
- Compile scheduled and special reports, analyses, and
feasibility studies such as annual data summaries and program
status reports.
- Recommend and participate in the development of Department
and/or IRM policies and procedures; may serve on Bureau and/or
Department planning and policy-making committees.
- Provide recommendations to the E-CISO and/or proxy for
personnel that deal in budgetary responsibilities, which includes
work allocation, training, promotion, enforcement of internal
procedures and controls, and problem resolution.
- Perform research and analysis to evaluate programs and develop
recommendations for more cost-effective organization or funding
mechanisms.
- Perform miscellaneous job-related duties as assigned.
- Knowledge of software to quantify and illustrate complex
financial reports, comparisons, impacts, and/or projections.
- Ability to supervise and train employees, to include
organizing, prioritizing, and scheduling work assignments. What You
Will Need :
- An ACTIVE and CURRENT SECRET federal security clearance
- FIVE (5) years of experience in managing budget and finances
for federal clients
- Bachelor's degree What Would Be Nice To Have :
- Federal financial or PM certification (PMP, CGFM, CDFM)
- Experience working for C-suite executives or in an IT
environment
- Knowledge of Department of State financial systemsWhat We
