Description SAIC is seeking a highly qualified and motivated Senior Systems Security Engineer to support the Special Programs Division within the office of the Assistant Secretary of the Air Force for Space Acquisition and Integration (SAF/SQ) in Arlington, VA. SAF/SQ has overall responsibility for Department of the Air Force (DAF) space systems acquisition and architectures oversight as well as integration of allied, civil, and commercial space capabilities into United States Space Force (USSF) architectures. These responsibilities are carried out in close collaboration with the Chief of Space Operations (CSO) and the USSF staff. SAF/SQ also serves as the Space Service Acquisition Executive (SAE) and oversees and directs the activities of the Space Rapid Capabilities Office (SpRCO), Space Systems Command (SSC), and the Space Development Agency (SDA). SAF/SQ's guiding objectives are to (1) d rive speed into space acquisitions, (2) make our space architecture more resilient, (3) integrate our space architecture with other war fighting domains, (4) drive program management discipline across our acquisitions, and (5) ensure that space and ground acquisitions are time phased to optimize operational availability. Achieving these objectives requires a workforce with broadly diverse and deep skills in system engineering, program management, architecture analysis, program planning and budgeting, and executive level communications and support. Responsibilities shall include but are not limited to:
--- The Senior Systems Engineer directly supports the Execution and Congressional Branch within the SAF/SQ Special Programs Division. The Special Programs Division promotes integration of activities across domains and Services to meet warfighter requirements.
--- Formulating, justifying, and defending the resources required for the management of multiple program elements in multi-year-appropriated funds for several classified, unique Space Force efforts.
--- Assists in monitoring active budget year appropriations to ensure effective obligation and expenditure resources.
--- Prepares and compiles documentation in support of annual and statuary congressional SAP reporting, Continuing Resolution (CR) issues, funds distribution and various financial execution reviews.
--- Prepares and provides factual reference material and special reports for use during senior DoD briefings and Congressional hearings on related programs and issues.
--- Facilitates SAP-focused SAE congressional engagements and ensures information is consistent, appropriately protected, and integrated for congressional engagements in collaboration with SAF/SQE, SAF/AQL, SAF/LL, and DoD SAPCO. Qualifications
--- Bachelor's or Master's Degree in finance, engineering, scientific, or technical field preferred. Bachelors and fourteen (14) years of experience or Masters and twelve (12 ) years of experience.
--- Applicable experience with at least 2 years in compartmented program experience.
--- Demonstrated understanding of Security Compliance, Information Assurance, and compartmented Security, both from a technical as well as business process perspective.
--- Comprehensive understanding of DoD Planning, Programming, Budget, and Execution; DAF and space systems experience preferred.
--- Excellent interpersonal and communication (oral and writing) skills.
--- Experience in using critical thinking to prepare written reports and presentations for executive-level officials.
--- Ability to plan, organize, lead, and execute studies or projects.
--- Strong knowledge of Excel and PowerPoint software applications.
--- Knowledge of Congressional budgeting process and Appropriations Committee staff engagements preferred.
--- U.S. citizenship required.
--- Clearance required to start: TS clearance with SCI eligibility. SAIC accepts applications on an ongoing basis and there is no deadline. Covid Policy: SAIC does not require COVID-19 vaccinations or boosters. Customer site vaccination requirements must be followed when work is performed at a customer site.
