Job Description:
Position Description: CGI Federal is seeking candidates for the
position of Contract Auditor to work in support of a USG agency in
the Washington Metropolitan Area (WMA). Successful candidates will
work on the USG agency’s Financial Audit Services team providing
both pre-award and post-award financial audit services to the USG
agency and other elements of the Intelligence Community. Candidates
must be capable of a wide range of routine to complex audits in
accordance with Generally Accepted Government Auditing Standards
(GAGAS) or have specific experience supporting the completion of a
larger, more complex audit. Work will involve gathering and
analyzing cost data, preparing audit documentation and reports,
providing audit recommendations to a government audit manager on
allowable costs, reasonableness of costs and cost allocation
incurred on government contracts. Position is located in Chantilly,
VA Your future duties and responsibilities: ? Conducting a wide
range of routine to complex audits in accordance with Generally
Accepted Government Auditing Standards (GAGAS) or functioning as an
audit team member with specific assignments that support the
completion of a larger, more complex audit. ? Gather and analyze
accounting records and supporting documents necessary to perform
transaction testing on post award contract audits and perform a
wide range of assigned post award audits at government's
discretion. ? Prepare exhibits and schedule for post award audits.
? Review permanent files and prior reviews to obtain background
information and/or update contractor information. ? Create the
audit folder and document all government audit manager guidance,
conversations and meetings with requestor, program office and
contractor personnel. ? Summarize audit results ensuring all work
papers have a purpose, scope, conclusion and source indexing and
cross-referencing. ? Draft audit reports for government audit
financial manager approval, attaching exhibits and schedules as
necessary which should require minimal edits. ? Prepare final
audits for government audit manager approval to expedite contract
settlement (some of these audits require audit judgment to advise
on closure by means other than GAGAS based audits). ? Employ
auditing techniques to include statistical sampling, regression
analysis and review of historical cost to formulate recommendation
on allowability, allocability and reasonableness per the Federal
Acquisition Regulations (FAR), the Cost Accounting Standards and
the Contract Terms. ? Review and analyze post-award audits. ?
Working knowledge and understanding of Generally Accepted
Government Auditing Standards (GAGAS), Generally Accepted
Accounting Principles (GAAP), Federal Acquisition Regulations
(FAR), Cost Accounting Standards, Federal Tax Regulations, the USG
agency’s regulations, Defense Contract Audit Manual, the USG
agency’s contracting manual, Financial Accounting Standard Board
Statements and Promulgations. ? Working knowledge of computer
applications and specialized databases. ? Considerable
organizational skills in order to plan each phase of the audits and
to meet deadlines ? Considerable problem-solving skills to resolve
discrepancies in application of costs with contractors. ? Analytic
and research skills that enable incumbent to evaluate multiple
pieces of involved and detailed data to form conclusions. ?
Considerable oral communication skills to facilitate discussion of
audit issues with the contracting officers, face-to-face
entrance/exit conferences with the contractors and various
presentations ? Considerable writing skills to prepare audit
reports, briefing management and in requesting additional
information from contractors. ? Considerable interpersonal skills
demonstrated by developing relationships and networks within the
assigned work area and utilized when soliciting information from
and imparting information to the contracting officers. ? Ability to
work effectively as a team member understanding the differences in
roles and the dynamics of reaching consensus in achieving goals.
Minimum Qualifications Clearance: A Top Secret clearance with
polygraph. Experience: Minimum two (2) years demonstrated
professional contract auditing experience planning and completing a
full range of contract audits gained with other governmental
agencies, e.g. Defense Contract Audit Agency (DCAA). Education: A
bachelor’s or master degree in accounting or in a related business
discipline with a total of 24 credit hours in accounting and
auditing is strongly preferred but not required. CGI is required by
law in some jurisdictions to include a reasonable estimate of the
compensation range for this role. The determination of this range
includes various factors not limited to skill set, level,
experience, relevant training, and licensure and certifications. To
support the ability to reward for merit-based performance, CGI
typically does not hire individuals at or near the top of the range
for their role. Compensation decisions are dependent on the facts
and circumstances of each case. A reasonable estimate of the
current range for this role in the U.S. is $89,600.00 -
