Job Description:

INSPECTOR I POSITION SUMMARY: An Inspector I is responsible for the inspection and reporting on the construction of new water and sewer main line installation, new and renewed service lateral connections, water and sewer relocation, paving replacement, and landscaping restoration. The Inspector I is responsible for keeping accurate records of quantities and materials being installed to ensure proper payment to the contractor. The Inspector I also ensures that all work is done in accordance with the WSSC contract documents and procedures. ESSENTIAL FUNCTIONS: - Inspects water and sewer main line construction, new water and sewer lateral connection installations, water and sewer lateral connection renewals, water main rehabilitation including cleaning and lining, sewer and manhole rehabilitation, paving, sod and landscaping restoration; - Checks for proper water and sewer tap installations; - Conducts compaction testing of backfilled soils during and after completion of the work; - Makes certain that required safety precautions are taken and proper traffic control is adhered to; - Schedule water main shutdowns, located and operate valves, perform chlorination samplings, and other items necessary for the execution of contract work; - Advises contractors of deviations from the provisions of the contract and offers assistance to properly perform work; - Approves materials on-site for proper quality and reports defects, with the ability and authority to reject materials and workmanship; - Review and maintain As-Built information throughout the construction period - Documents contractor's activities and progress through daily reports, photographs and record sketches in order to document accurate payment and claim evaluation; - Performs visual sewer main and manhole final inspection, oversees sewer air and mandrel testing, televising of sewer lateral connections, hydrostatic water main testing, and prepares reports of findings; - Inspects restoration of areas disturbed during construction; - Distributes notification to customers impacted by construction activities - Prepares and transcribes paving and landscaping tickets. OTHER FUNCTIONS: - Verifies grading and alignment of water mains, sewer lines, and appurtenances to assure the work is done in accordance with the requirements of the contract; - Serves as liaison with other agencies (local, State, Federal), internal WSSC departments, and contractors regarding construction projects to ensure that proper notification and procedures are followed depending on jurisdiction; - Assist contractors with locating main line pipes, laterals connections, through record review and use of M-scopes or wands; - Studies and investigates assigned construction project package (plans, job spec’s, permits, etc.) and reviews findings with the Contract Manager, Inspector II and/or the project contractor; - Prepares final house connection and field as-builts for each job completed; - May serve as the trainer for new inspectors; - May act as Contract Manager in his/her absence; - May be assigned to work hours outside of the regularly scheduled work week to accommodate construction schedules; - Performs other related duties as assigned. DocuSign Envelope ID: C1C5A452-6E56-498C-A4C1-2EE8558F4089 In Process REQUIRED KNOWLEDGE, SKILLS, & ABILITIES: - Practical knowledge of new pipeline and rehabilitative construction; - Knowledge of soil compaction methods and testing; - Knowledge of environmental regulations and traffic control; - Knowledge of materials, methods and techniques used in the construction field; - Basic survey line and grade practices; - Interpret construction plans and drawings; - Prepares accurate detailed reports of daily project progress; - Computes quantities of construction materials installed; - Interprets the WSSC Standard Specification and Standard Details; - Enters confined spaces, work outdoors in inclement weather, climb in and out of ditches and other structures under construction, and the ability to lift objects that weigh up to 50 lbs; - Communicates effectively orally and in writing and able to work in a team environment; - Basic knowledge of computer programs, including but not limited to Word, Excel and Office Outlook; - Familiarity with Erosion and Sediment Control. - Fluently communicate in English, both orally and in writing MINIMUM EDUCATION & EXPERIENCE REQUIREMENTS: - High School diploma or equivalent and 2 years experience in the inspection of underground water/sewer pipeline construction or 3 years of progressively responsible experience in maintenance, construction, or sub-professional engineering work. Experience should include any combination of water/sewer construction, sewer main lining, sewer manhole lining, replacement by excavation and pipe bursting - Inspector I candidates shall have inspected three (3) or more water/sewer contracts within the past five (5) years ADDITIONAL REQUIREMENTS: - Obtain Underground Utility Erosion and Sediment Control Yellow Card within one year - Obtain MDA SHA Flagger Certification Card within one year - Obtain MDE Water Sampling Certification within one year - Successfully pass the Commission’s security background check - If all three required certifications are not obtained within one year of hire the employee will be released. PREFERENCE(S): - Experience using Microsoft Word and Excel; - 2 years experience as a geotechnician; - 2 years experience on a survey crew; - Safety training certification in the following: work zone traffic safety/flagger, excavation/trench, confined space entry; - ACI certification; - Erosion and Sediment Control certification - NASSCO Certifications (PACP, MACP, LACP and/or ITCP) - Water Distribution System Operators Certificate - MDOT Certified Traffic Control Inspector
