Job Description:
Summary This position is being recruited under 10 USC 1599f into
the Cyber Excepted Service and does NOT convey eligibility to be
converted to the Competitive Service. It has been identified as a
position necessary to carry out and support the mission of the US
Cyber Command. It is in the Professional Work Category at the
Entry/Developmental Work Level within the CES Occupational
Structure. It is located in the DISA DCSC/DEFENSE SPECTRUM
ORGANIZATION Responsibilities As a participant in the Recent
Graduates Program, you will receive both formal and on-the-job
training to develop the required knowledge and skill to
successfully perform the duties of the position. Performs
professional electronics engineering duties, coordinating
assignments with those of engineers or specialists in other
disciplines. Makes critical analyses and evaluations of the
ramifications, advisability, and impact of large engineering
projects such as modification of major facilities or systems. Plans
and conducts advanced work in areas in which large blocks of data
are controversial or unknown. Serves in the development of
integrated DoD-wide transition strategies, plans, and action plans
to ensure that key programs are evolving within the framework of
agreed upon DOD information architectures. Requirements Conditions
of Employment Qualifications In order to qualify for this position,
you must meet the requirements described below. TRANSCRIPTS ARE
REQUIRED Basic Requirement: This position has a positive education
requirement. Applicants must meet the basic educations requirements
in order to be found minimally qualified for the position. A.
Degree: Engineering. To be acceptable, the program must: (1) lead
to a bachelor's degree in a school of engineering with at least one
program accredited by ABET; or (2) include differential and
integral calculus and courses (more advanced than first-year
physics and chemistry) in five of the following seven areas of
engineering science or physics: (a) statics, dynamics; (b) strength
of materials (stress-strain relationships); (c) fluid mechanics,
hydraulics; (d) thermodynamics; (e) electrical fields and circuits;
(f) nature and properties of materials (relating particle and
aggregate structure to properties); and (g) any other comparable
area of fundamental engineering science or physics, such as optics,
heat transfer, soil mechanics, or electronics. OR B. Combination of
education and experience -- college-level education, training,
and/or technical experience that furnished (1) a thorough knowledge
of the physical and mathematical sciences underlying engineering,
and (2) a good understanding, both theoretical and practical, of
the engineering sciences and techniques and their applications to
one of the branches of engineering. The adequacy of such background
must be demonstrated by one of the following: 1. Professional
registration or licensure -- Current registration as an Engineer
Intern (EI), Engineer in Training (EIT)1, or licensure as a
Professional Engineer (PE) by any State, the District of Columbia,
Guam, or Puerto Rico. Absent other means of qualifying under this
standard, those applicants who achieved such registration by means
other than written test (e.g., State grandfather or eminence
provisions) are eligible only for positions that are within or
closely related to the specialty field of their registration. For
example, an applicant who attains registration through a State
Board's eminence provision as a manufacturing engineer typically
would be rated eligible only for manufacturing engineering
positions. 2. Written Test -- Evidence of having successfully
passed the Fundamentals of Engineering (FE)2 examination or any
other written test required for professional registration by an
engineering licensure board in the various States, the District of
Columbia, Guam, and Puerto Rico. 3. Specified academic courses --
Successful completion of at least 60 semester hours of courses in
the physical, mathematical, and engineering sciences and that
included the courses specified in the basic requirements under
paragraph A. The courses must be fully acceptable toward meeting
the requirements of an engineering program as described in
paragraph A. 4. Related curriculum -- Successful completion of a
curriculum leading to a bachelor's degree in an appropriate
scientific field, e.g., engineering technology, physics, chemistry,
architecture, computer science, mathematics, hydrology, or geology,
may be accepted in lieu of a bachelor's degree in engineering,
provided the applicant has had at least 1 year of professional
engineering experience acquired under professional engineering
supervision and guidance.(With these criteria, applicants also need
verification of employment from a supervisor stating you have

Qualifying Experience: For the GG-05, your resume must describe at
least one year of experience that demonstrates the competencies
necessary for immediate success in the position. Experience refers
to any paid or unpaid experience, including volunteer work and
Military service, that would be considered equivalent to work
normally performed at the next lower grade level in the federal
service. For the GG-05 position, qualifying experience is defined
as experience aiding or assisting in the analyses and evaluations
of engineering assignments relating to information systems and
architectures. To qualify at the GG-07, your resume must describe
at least one year of experience that demonstrates the competencies
necessary for immediate success in the position. Experience refers
to any paid or unpaid experience, including volunteer work and
Military service, that would be considered equivalent to work
normally performed at the next lower grade level in the federal
service. For the GG-07 position, qualifying experience is defined
as experience aiding or assisting in the analyses and evaluations
of engineering assignments relating to information systems and
architectures. To qualify at the GG-09, your resume must describe
at least one year of experience that demonstrates the competencies
necessary for immediate success in the position. Experience refers
to any paid or unpaid experience, including volunteer work and
Military service, that would be considered equivalent to work
normally performed at the next lower grade level in the federal
service. For the GG-09 position, qualifying experience is defined
as experience assisting with research and development activities to
determine standard electronics engineering practices and design
approaches. Candidates must describe how they meet the qualifying
experience and/or selective placement factor(s) within the body of
their resume. All qualifications must be met within 30 days after
the closing date of this announcement. Education SUBSTITUTION OF
EDUCATION FOR EXPERIENCE AT THE GG-05 LEVEL Four years of
successfully completed education above the high school level and
may be substituted to meet the specialized experience required.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT THE GG-07 LEVEL:
Bachelor's degree with Superior Academic Achievement or 1 academic
year of graduate education (or law school, as specified in
qualification standards or individual occupational requirements).
Superior Academic Achievement: S.A.A. is based on (1) class
standing, (2) grade-point average, or (3) honor society membership.
SUBSTITUTION OF EDUCATION FOR EXPERIENCE AT THE GG-09 LEVEL: Two
full years of progressively higher level graduate education, or
Master's or equivalent graduate degree such as LL.B. or J.D., may
be substituted to meet the experience requirement. If you are using
