Job Description:
Nature of WorkHarford County Government is actively seeking a
qualified Civil Engineer to fill a critical planning, design, and
capacity management opening within the Department of Public Works -
Division of Water & Sewer. This key position will lead/participate
in important and innovative planning, capacity analysis, design,
and construction projects for Harford County's public water and
sewer system. Note that Harford County Government's Civil Engineer
classification for this advertised position has two distinct and
progressively responsible levels. The Department of Public Works -
Division of Water & Sewer is actively recruiting to fill a position
in one of the following classifications: Civil Engineer ICivil
Engineer IIThrough the recruitment process, a determination will be
made on which position will be offered to a candidate, based upon
the candidate's skills and abilities as it relates to the minimum
qualification requirements for each position listed above. The
minimum qualification requirements for each role are detailed

the department.)CIVIL ENGINEER IConducts engineering review for new
residential and commercial water and sewer service
connectionsPerforms engineering review of water and sewer designs,
preliminary plans, and site plans to support the development review
processAssists with updates to the Water and Sewer Master
PlanPrepares and collects system data used in GIS-based hydraulic
modeling utilizing databases, spreadsheets, and GIS
software.Utilizes water and sewer hydraulic models such as
WaterGems and SewerGemsPerforms water and sewer system capacity
analysis, studies, and master planning utilizing water and sewer
hydraulic modeling softwarePrepares reports such as annual Water
Audits, and Adequate Public Facility Reports and assists with
Infiltration Inflow (I&I) studies.Oversees paraprofessional
personnel engaged in a variety of engineering-related tasksReviews
reports, designs, and water and sewer drawings prepared by
consulting engineers to comply with County standards and
specificationsDevelops scopes of work for consultant projects and
studies and may serve as project managerCoordinates with operations
and maintenance personnel to conduct field testing such as sewer
pumping station draw-down tests, flow metering, fire hydrant tests,
data logging, CCTV inspections, and other related field workMay
represent the department at public hearings, meetings, and
conferences as assigned; maintains liaison with contractors,
consultants, and representatives of County, State, regional, and
Federal agencies; answers public inquiries, receives and acts on
citizen complaints and suggestionsOther duties as assignedCIVIL

RequirementsCIVIL ENGINEER IKNOWLEDGE, SKILLS, AND
ABILITIESKnowledge of engineering theory, principles, and practices
as applied to a variety of water and sewer system engineering
projects related to planning, capacity analysis, design (including
the review and/or preparation of water and sewer plans and
specifications), and constructionExperience with or interest in
GIS-based hydraulic modeling of water and sewer systemsExperience
in the design and construction management of water and sewer mains,
pumping stations, reservoirs, and water and sewer treatment
processesAbility and skill in interpreting and analyzing
engineering designs, plans, and specifications and resolving
problems Skill in preparing technical forms, reports, change
notices, and other correspondenceAbility to collect and analyze
data and compile reference materialSkill effective oral and written
communication skillsAbility to establish and maintain effective
working relationships with associates and developers, consultant
architects and engineers, contractors, and the publicAbility to
stand for prolonged periods of timeAbility to bend, climb, stoop,
kneel, or sit depending upon work assignmentEDUCATIONB.S. Degree in
Civil Engineering or a closely related field, such as a Bachelor's
of Engineering Technology, or Bachelor's of Science in Mechanical
Engineering or Electrical Engineering, supplemented by civil
engineering courses.EXPERIENCENone required LICENSEPossession of a
valid Class "C" non-commercial driver's license with no more than
three (3) points. Be advised this position requires a valid
