Summary: A successful candidate will implement the goals, agendas,
and policies of the area of Compliance, encompassing but not
limited to Procurement, Contract Administration, and
Regulatory/Export Compliance. Develops short and long-range goals
and assists in development of strategic plans to ensure the
continuance of quality programs and enhance the development of new
programs and services to meet customer needs.Essential Duties and
Responsibilities: * Assists the VP of Legal and Administrative
Services in the review, improvement, implementation, and management
of FR's compliance program, to include programs in the following
areas: export/trade compliance (ITAR, EAR), FAR, SBA, FCPA and
more* Performs continuous analysis of applicable regulations to
ensure the timely provision of guidance to the businesses and
implementation of procedural changes that ensure continued
compliance* Oversees the development and implementation of
compliance tools and resources* Create comprehensive compliance
training program, to include training for new hires/employees*
Conducts periodic risk assessments; identifies areas of risk,
initiates corresponding corrective actions and tracks corrective
actions through implementation; maintains metrics on key risk
areas* Lead the FR compliance program through regularly scheduled
self-assessments, topical audits, comprehensive audits and
follow-up audits* Prepares periodic compliance reports for senior
management team* Responds to alleged violations of rules,
regulations, policies, and procedures by evaluating or recommending
the initiation of investigative procedures and developing and
implementing corrective action plans* Communicates with regulatory
agencies as appropriate on the foregoing* Develops solid working
relationships with market leads, operations team, financial team
and senior management team, and other impacted stakeholders*
Provides advice and guidance related to contractual rights and
obligations, as well as interpretation of terms and conditions*
Reviews, evaluates and negotiates terms and conditions of Requests
for Proposals, Requests for Quotations, and contracts with various
government agencies to ensure compliance with the FAR, DFARS and
other applicable laws and regulations* Demonstrates knowledge of,
and the ability to interpret and apply, understanding of the FAR,
statutes and U.S. Government regulations in managing agreements and
contracts* Prepares and/or reviews representations and
certifications, non-disclosure agreements, teaming agreements,
consultant and subcontractor arrangements* Maintains corporate
online registrations (www.SAM.gov) and related databases * Remains
current with government contracts by identifying relevant trends or
changes that will impact the business* Reviews proposals with
experience, knowledge and understanding of how those documents are
assessed and evaluated; in coordination with FR's Capture Team,
manages prime/counterpart relationships and all contractual
documents during proposal process* Develops solid working
relationships with outside partners including contractors,
government contracting officials and auditorsExperience, Education,
Certifications:* Bachelor's degree required in a related field* 3 -
5 years of direct contracts and compliance experience* Juris
doctorate from accredited law school/university
preferredCompetencies: * Excellent oral and written communication
skills* Experience working in a dynamic, high-growth, small to
medium size company environment* The ability to be flexible and
wear multiple hats* Proven contract negotiation skills* Excellent
communication skills and sound judgment* Ability to identify
issues/gaps and effectively develop solutions* Experience working
with matrix organization* Detailed knowledge of the government
contract administration processes including subcontract flow downs,
change management, close-out and records retentionComputer Skills:
* Proficiency with Microsoft Office SuitePhysical Demands:The
