Summary: The Charles Village Community Benefits District Management Authority (CVCBD), located in Baltimore, is currently seeking a Director of Safety. This is an excellent opportunity to join one of the city's most engaged neighborhoods. Working in collaboration with local and state agency partners, as well as local stakeholders, and institutions, the Director of Safety will serve as a liaison with the community regarding matters of safety and community wellbeing. The CVCBD is a special taxing district located in a 100 square block area of north Baltimore. With a population exceeding 14,000 and with more than 700 businesses, it is home to--four neighborhoods: Abell, Charles Village, Harwood, and Old Goucher (and parts of two others: Remington and Barclay) and--three business associations: Charles Village Business Association, Old Goucher Business Alliance and Waverly Main Street. The CVCBD--provides supplemental sanitation and safety services,--supports community events, recreational activities, and the development of amenities such as green spaces, and promotes the district as a good place to live, work and play.-- The Director of Safety will be an independent contractor with limited management responsibility for the CVCBD safety program. Responsibilities: -- Manages day to day operations of all safety programs including Safety Patrol Program, Surveillance Camera Project, Neighborhood Walkers on Patrol, Safety Advisory Council, Court Watch, and Baltimore Liquor License Commission Hearing -- With Executive Director, identifies an appropriate contractor to provide safety patrols in the district -- Oversees implementation of the safety patrol contract daily, working with the contractor's management team. -- Collects data and maintains written records of the activities of the safety programs and services -- Writes monthly reports (and others as needed), and presents or publishes findings to the Executive Director, Safety Advisory Council, the CVCBD Board and committees and the community as needed -- Responds to inquiries and complaints made by residents and representatives of other organizations and follows up appropriately, either resolving the issue or referring it to the agency that is responsible for it -- Coordinates safety programs and services with other organizations, including the City Police Department, Johns Hopkins University, Union Memorial Hospital, Citi Watch, the three neighborhood business associations, and the four neighborhood associations within the CVCBD -- Represents the CVCBD at monthly community association meetings and other meetings as needed; and assists with formal presentations to the community and at public hearings -- Chairs the monthly Safety Advisory Council, prepares the agenda, and sends out reminder email -- Works in concert with the affected neighborhood/community in preparing and distributing Community Impact Letters -- Writes and disseminates regular publications (e.g. weekly Crime Alert) -- Assists the Executive Director by identifying funding sources and writing grant applications for safety programs and services -- Responds to inquiries and complaints by residents about environmental crimes and egregious, persistent code enforcement violations and reports back to the Executive Director and Board -- Tracks addresses that are the subject of safety related housing and sanitation code enforcement complaints from complaint to enforcement action -- Attends quarterly sanitation meetings to report on the status of safety related housing code enforcement violations and complaints made about egregious, persistent environment crimes and report back to the Board -- Advises and encourages residents and businesses in best practices regarding home, business, auto security and individual safety awareness Qualifications: -- Extensive experience in law enforcement; former police officer of sergeant rank or higher required -- Proven successful experience managing security programs and supervising security personnel -- Excellent verbal and written skills -- Physically able to travel by car, foot, or bicycle to participate in programs or observe safety patrol staff in the field -- Excellent computer skills including using word processing and spreadsheet software packages -- Strong attention to detail and follow-through Compensation: Compensation will be competitive and based on experience. CVCBD will pay for liability insurance. No other company benefits will be paid. Contractor is expected to pay for health and other insurance and all applicable local, state, and federal taxes.
