Sr. Project Director- Postpartum Hemorrhage Location US-MD-Baltimore Posted Date 1 month ago (2/24/2021 3:30 AM) Job ID 2021-4161 Overview Jhpiego seeks a Project Director to provide vision, leadership and direction to ensure the strategic, programmatic, technical, and financial integrity for an innovative Unitaid project that seeks to catalyze adoption of new and recently recommended drugs for postpartum hemorrhage (PPH) in high-burden countries. The four-year project will address key barriers to policy adoption and dissemination, procurement and supply, and service delivery, with a focus on demand generation for policy-makers, providers and patients, while demonstrating close engagement with community and civil society stakeholders. The project will include implementation pilots that demonstrate the impact, cost-effectiveness and operational feasibility of delivery as a means of promoting scale up. To maximize impact, the project will leverage and synergize with other initiatives that are implementing new PPH prevention and treatment approaches. The Project Director will have the overall responsibility for leadership and management and reporting of project activities. S/he will be responsible for making key decisions and solving problems in short timeframes while ensuring operational and project quality and integrity. S/he will serve as the project's main point of contact with Unitaid on routine and strategic matters. S/he will also ensure effective organizational management and communication with the host country government, international partners, and local organizations and agencies. This position is contingent upon award from Unitaid. Responsibilities

  • Provide leadership and strategic direction to ensure technical, programmatic and financial integrity of the project and to achieve rapid and sustained goals, objectives and targets
  • Provide strategic and operational guidance for successful design, conceptualization and implementation of project interventions for market shaping, introduction and scale of key drugs and innovations for PPH prevention and management.
  • Establish innovative public private partnerships with key private sector players for successful introduction, adoption and utilization of focused drugs in targeted geographies.
  • Ensure that project is technically sound, evidence-based and responsive to the needs of host countries and Unitaid requirements
  • Ensure compliance with the terms of the award
  • Develop and maintain strong working relationships with Unitaid, host country governments, their ministries, as well as other implementing partners, private sector partners and other key stakeholders to maximize resources and avoid duplication of effort
  • Represent Jhpiego and the project's progress, achievements and lessons learned to donors, other key stakeholders, and through meetings, conferences, and presentations
  • Provide technical leadership and ensure the quality and sustainability of interventions
  • Collaborate with project team to build capacity within the requisite technical areas
  • Lead the annual work planning process in close collaboration with Unitaid, host-country governments, their ministries, and the project team
  • Oversee the quality, preparation, and timely submission of project reports to donor
  • Mentor, support, supervise and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
  • Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
  • Write and/or review project materials and publications
  • Work with finance and project staff to develop and track project budgets
  • Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks , effectively track data/results , and ensure data quality
  • Work closely with Jhpiego home office staff to ensure effective, timely and coordinated project implementation
  • Ensure compliance with Unitaid operational policies and regulations Required Qualifications
    • Masters or other advanced degree in business administration, hospital/health administration, clinical medicine, public health, or a related field
    • Previous--experience serving as project director, deputy project director, or senior manager
    • 12+ years' experience successfully managing--large, multi-partner, multi-year international health sector development projects (> $10M per year) that have implemented successful activities in maternal and newborn health, maternal hemorrhage, and/or postpartum care.
    • Experience positioning drugs and related quality of care initiatives for scale-up
    • Expertise in one or more of the following areas: drug regulatory approval pathways; drug procurement mechanisms, channels, and systems; supply chain strengthening; demand forecasting; development of sustainable business models; and/or development of costed implementation plans
    • Demonstrated experience and knowledge in establishing project systems and overseeing project start-up and close-out
    • Excellent problem solving skills and demonstrated experience utilizing innovation to effectuate disruptive change in health care systems of low and middle-income countries
    • In-depth understanding of private sector engagement strategies for advancing local innovation and entrepreneurial ventures
    • Previous experience working in, with intimate understanding of local health system and gaps and opportunities, and solid relationships at government agencies
    • Prior experience in leading and developing strong private sector partnerships and potentially leading private sector businesses and institutions that have demonstrated positive growth, revenue and scale potential is desirable
    • Experience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
    • Excellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with Unitaid, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
    • In-depth knowledge of donor-funded projects, regulations, compliance and reporting requirements
    • Demonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
    • An entrepreneurial mindset with proven leadership and advocacy skills
    • Expertise in research to practice-identifying and adapting best practices to specific project contexts
    • Excellent skills in facilitation, team building, and coordination
    • Excellent verbal, written interpersonal and presentation skills in English.
    • Ability to coach, mentor and develop technical capacity in regional and national projects and technical staff
    • Proficiency in word processing
