Position Summary: Reporting to the Johns Hopkins Health System
("JHHS") Senior Director of Capital Budgeting and Accounting, this
position supports Facilities Architecture + Planning (A+P) and
Design & Construction (D&C) staff with procurement,
contracting, project execution, management and related matters.
This position is expected to oversee the items listed above, for
any and all projects overseen by JHHS A+P and D&C at the
various locations comprising the Johns Hopkins Health System and
its affiliates and The Johns Hopkins University School of Medicine.
Supervises staff, recommends/implements policies, sets/manages
procedures/processes and ensures compliance related to the
procurement and contracting of project-related needs including but
not limited to: professional design and consulting services,
construction services, construction materials, furniture, fixtures
and non-clinical equipment for capital and other projects that are
the responsibility of JHHS A+P and D&C. Responsible to develop
policies and procedures related to JHHS A+P and D&C
procurement, pre-qualified bidders list and economic inclusion
programs. Responsible to implement and supervise all JHHS A+P and
D&C contracting and economic inclusion requirements
specifically promoting relationships with new bidders (vendors)
needed to fulfill a complete complement of bidders (vendors) to
ensure competitive responses and fulfill minority/women-owned and
local business participation goals. Responsible to act as JHHS A+P
and D&C representative on JHU/JHM economic inclusion effort,
including but not limited to, any working committees, policy
implementation, etc. Supports Senior Vice President of Facilities -
Johns Hopkins Medicine, Vice President of JHHS Facilities
Management, Senior Director of JHHS Construction, Senior Director
of JHHS Architecture & Planning, Senior Director of JHHS Capital
Budgeting & Accounting, Director of Economic Inclusion, other
Facilities directors, project executives, project managers and
their staff on business and administrative matters, including but
not limited to, construction administration, close-out, warranties,
procurement and related matters, BLocal and vendor reltations,
legal/contractual matters, dispute resolution, claims, negotiations
and other project management functions. This position acts as the
A+P and D&C representative regarding legal issues related to
design and construction procurement, including litigation,
regarding JHHS A+P and D&C managed projects. Develops policies
and procedures and manages their implementation in accordance with
JHHS A+P and D&C strategic objectives or initiatives. Prepares
staffing plans, and manages resources to achieve goals. Performs
general managerial duties such as supervising staff, planning,
scheduling, data analysis, reporting and performing presentations.
Coordinates training and other programs to develop and enhance
individual technical and management skills and to ensure the
retention and career advancement of employees and managers of A+P
and D&C. Represents A+P and D&C to customers and other JHHS
and JHUSOM departments and leadership, and at times to patients,
visitors or interested parties. Handles special projects and other
assignments. This work is performed under minimal supervision.
Education: Bachelor's degree and twelve (12) years of progressive
experience in construction procurement or a similar industry field
or an advanced degree in Architecture, Engineering, Law,
Construction, Business or related field acceptable to the Senior
Director of Capital Budgeting & Accounting plus eight (8) years of
progressive experience in the construction procurement or a similar
industry field. Work Experience: Twelve (12) years of progressive
experience in construction procurement or a similar industry field
or an advanced degree in Architecture, Engineering, Law,
Construction, Business or related field acceptable to the Senior
Director of Capital Budgeting & Accounting plus eight (8) years of
progressive experience in the construction procurement or a similar
industry field. Skills:

establish key relationships with both internal and external
