Job Overview:

Far Government, is looking for a Finance Director to support Maryland 529. MD529 is an independent State agency that oversees two tax-advantaged college savings programs, the Maryland Senator Edward J. Kasemeyer Prepaid College Trust (MPCT) and the Maryland Senator Edward J. Kasemeyer College Savings Program, and a tax-advantaged disabilities savings program, the Maryland ABLE program.

Job Details:

Job Title: Finance Director.
Location: 217 E Redwood St #1350, Baltimore, MD 21202.
Schedule: Full-Time.

Requirements & Skills:

BSc/BA in accounting, finance or relevant field
Proven experience as director of finance or similar role
Preferably holds a CPA designation.
Preferably has experience with the State of Maryland's financial management system (FMIS/R*STARS).

Tasks, Duties & Responsibilities:

Developing and managing MD529's overall budget
Performing regular financial reviews of all departmental and programmatic budgets
Managing all accounting and financial reporting transactions and payments
Serving as MD529's point person for all audits, and for fiscal year-end closeouts using the State's financial management system
Direct financial planning and procurement, and controls all expenditures of appropriated funds for operations. Including:
Maintain financial records in the agency's recordkeeping systems
Develop and implement controls and procedures to monitor budgetary expenditures
Manage accounts receivable and payable, and oversight for general books of record
Oversee collection and recordation of operating revenues, including management fees, investment pln fees, and enrollment fees , as well as proper reconciliation and recordation of investment activities as reported from the custodial bank.
Create fiscal administration reports and budgets for the Executive Director, Director of Investments and Cash Management and the MD529 Board as requested.
Ensure compliance with State and Federal laws and regulations, as well as internal/external standard operating procedures and Generally Accepted Accounting Principles to ensure the agency routinely receives positive audit findings through their external audit and periodic state audits conducted through the Office of Legislative Audits.
Direct the Program Manager of the Maryland Prepaid College Trust and acts as the contract monitor to ensure the requirements are fulfilled accurately and in a timely fashion.
Oversee the Procurement Officer and all related procurements for MD529.
Organize, collaborate, and lead the Audit & Governance Committee of the MD529 Board and all associated functions related to that Committee.
