PresenceUnion:Job Description:Summary:The Assistant Vice President,
University Police Services, Emergency Management and Transportation
Program (AVP) is responsible for developing and directing multiple
programs and activities that foster safe and positive working and
learning environments for all employees and students while
safeguarding the resources and assets of American University.The
AVP provides leadership, strategic planning, and administrative
direction for the University Police Department and transportation
program; serves as the senior law enforcement officer for the
university and works closely with all university units; responsible
for management of administrative and operational affairs; and
oversees safety and security for extended programs and facilities.
This includes responsibility for emergency management program
design, policy development, threat assessment, physical security
standards, parking program and policy administration, campus
shuttle, communication, and training, to include developing and
implementing emergency management exercises.This position is
responsible for all departmental program planning, organizing and
staffing.The AVP is responsible for developing, implementing, and
managing the annual budget and ensuring that public safety
personnel functions, activities, and services are in compliance
with federal, state, and city regulations, certifications, and
licensing requirements, as well as American University policies.
The AVP directs and represents the University Police, supervising
crime prevention programs, leading community police efforts,
enforcement of the laws and regulations, and maintains positive
relationships with constituents.The AVP directs the public safety
department serving a community of approximately 18,000 members,
including a residential population in excess of 3,500 and hundreds
of visitors every day; responsible for an urban campus environment
with more than 63 buildings (residential, retail, academic,
commercial, and administrative) on the main campus and Tenley
campus.In addition, public safety serves the University's
off-campus buildings that house administrative and academic
operations. Direct and manage public safety staff and budget,
emergency management activities of the University.Essential
Functions:
- Provide effective leadership, as well as stewardship, to the
department by being actively involved in all programs and
services.Responsible for public safety policy development and
implementation, specialized training, emergency management planning
and implementation, law enforcement, physical security, parking
enforcement and parking program administration; provide leadership
for campus shuttle; traffic demand management program development
and implementation, community safety and security training, and
threat assessment. Implement a continuous quality improvement
initiative throughout the department, focusing on systems/process
improvement.Ensure that all department functions operate
consistently and ethically within the mission and values of the
University, and oversees all criminal investigations, and special
event planning.
- Participates in activities that ensure the competency of the
staff. Assist in recruiting, selection, promotion, and training of
departmental personnel; instruct and evaluate departmental
employees in terms of their performance and productivity; authorize
work schedules and ensure that accurate time reporting and
personnel records are prepared and maintained.
- Responsible for developing and directing the emergency
management program for the University including program design,
policy development, communication, and training.In addition to
defining public safety emergency management response protocols,
lead the University's Emergency Response Team and defines roles for
the Team's members.
- Act as liaison between public safety and federal, state, and
local law enforcement agencies for coordination of investigation
and prosecution efforts as well as public relations.Represent
public safety on various task forces and project teams within the
University and with other area universities or associations;
prepare annual report for public safety to outline goals,
accomplishments, operations and statistics.
- Maintain accountability for fiscal management of the
department. Prepare and submit operational budgets for review and
approval, manage effectively with the approved budget, and report
accurately on progress made and challenges encountered.Supervisory
Responsibility:
- Reporting directly to this position are police operations,
Clery compliance, police communications, physical security,
investigations, supervisors, police administration and parking and
traffic services. Indirectly this position supervises a staff of
approximately 60 patrol, supervisory, and administrative support
staff. The position interacts with the President's Cabinet, deans
and senior administrators of the university.Competencies:

- This position is considered " essential" under the University's
personnel policy guidelines and is subject to be on call during
weather or other emergencies or during non-standard working hours,
as necessary.Salary Range:
- $220,000 - $255,000 annuallyRequired Education and Experience:
- Bachelor's degree in Criminal Justice or Business Management or
equivalent.
- 10+ years of relevant experience with at least 8 years of
police and progressive management experience is required.Preferred
Education and Experience:
- Master's degree in business management preferred.
- 10-15 years of professional experience.Additional Eligibility
Qualifications:
- Must possess good working knowledge of law enforcement and
security methods including compliance requirements for
universities.
- Must possess excellent organizational, planning, interpersonal
and communication skills; the ability to motivate staff; be
computer literate.
- Incumbent must be able to competently interact with culturally
and ethnically diverse population of students, faculty and
staff.
- Successful completion of medical examination and drug
testing.
- Must successfully pass a background check and possess, maintain
a valid driver's license, and be approved for university driving
privileges.
- Must qualify for a law enforcement commission in the District
