Job Description:
THOR Solutions is actively seeking a senior-level Data Science
Manager to support the United States Coast Guard (USCG)'s Ship
Design Team (SDT) in Washington, DC. In this role, the candidate
will apply statistical analysis and data mining to improve
understanding of data relating to USCG platforms, systems, and
personnel. An ideal candidate will have prior experience
collecting, interpreting, modeling, and publishing data in a USCG,
Navy, DoD, or other Federal environment.Typical
Responsibilities:
- Plan and conduct statistical data analytics projects and/or
studies to evaluate, design, and tabulate statistical sampling
plans and analytical procedures and processes.
- Leverage Structured Query Language (SQL), Python data science
and visualization packages (PyMC3, matplotlib, Bokeh, Sci-Kit,
TensorFlow), MatLAB, PHP, Tableau, and similar data integration
services and data visualization tools.
- Develop plans and oversight for full product development for
Data Science projects from requirements development to deployment
and sustainment.
- Provide recommendations for improvement, and data use,
including development of standards, understanding data from trade,
feasibility and in-life assessments.
- Perform and present results of simulations and sampling
techniques such as Monte Carlo, Latin Hypercube, Markov Chain,
etc.
- Provide professional and scientific expertise in performance of
work requiring knowledge and application of mathematics,
statistical analysis, modeling/simulation, and/or other scientific
principles, methods, and techniques related to leveraging data to
support the total lifecycle and systems engineering of Coast Guard
boats and cutters including requirements development, design,
construction, operations, sustainment, and disposal.Location:
Primarily onsite (at least 3 days/week) at USCG Headquarters in
Washington, DC. Alternate telework schedules or work locations may
be considered for especially qualified candidates.Travel:Up to 10%
travel to CONUS locations is anticipated for ship checks.Typical
Physical Activity: Primarily desk/computer work in an office
environment. May involve: repetitive motion. Periodic visits to
waterfront/shipboard environments. May involve: traversing
shipboard environments (e.g., confined spaces, ladders, hatches) or
vision.Typical Pay Range: The anticipated pay range for this
position in the identified location(s) is $100,000 - 125,000.
Actual compensation offered will be based upon individual factors
including education, qualifications, and experience.US Citizenship
Required: Due to the requirements of the federal contract that this
position supports, existing U.S. citizenship is required.
Citizenship will be confirmed via I-9/E-Verify at the start of
employment. Applicants who do not currently possess U.S Citizenship
will not be considered.Security Clearance Eligibility Required:This
position requires eligibility for a DoD Secret security clearance.
A qualified candidate must either already possess an active or
interim Secret security clearance (preferred) or be eligible for a
Secret security clearance upon hire. Applicants who cannot affirm
eligibility for a security clearance will not be considered.Typical
Knowledge, Skills, and Abilities:
- Bachelor's degree in a relevant field such as operations
research, data science, applied mathematics or statistics, business
management, or human resources management.
- A Master's level degree in a relevant field is preferred, and
may be used to fulfill part of the years of experience
requirement.
- At least eight (8) years of recent, relevant professional
experience applying statistical analysis and data mining to improve
understanding of data.
- Developing plans and oversight for full product development for
Data Science projects from requirements development to deployment
and sustainment.
- Using data workflow management tools and approaches such as
Kanban boards, Agile development, etc.
- Experience obtained in a USCG, Navy, or other marine or defense
environment is highly preferred.
- Knowledge of and skill in the use of Structured Query Language
(SQL), Python data science and visualization packages (PyMC3,
matplotlib, Bokeh, Sci-Kit, TensorFlow), MatLAB, PHP, Tableau, and
similar data integration services and data visualization
tools.
- Ability to work independently and lead analyses of data and
information for use.
- Proficiency with common productivity software including the
Microsoft Office suite.
