and in the broader community?The Library seeks an experienced
leader to serve as the Director of the Digital Services Directorate
(DSD), responsible for the Library's digital collections,
discovery, and metadata management services. The DSD will lead a
series of transformational changes, including the selection and
implementation of a new enterprise discovery, collection
management, and metadata management system, and keystone elements
of the Library's new and ambitious Digital Collections Strategy, as
well as oversee established and impactful programs such as web
archiving, crowdsourcing, collections digitization, and internal
analyses, workflow development, and problem solving. This position
works closely and collaboratively with the Library's Office of the
Chief Information Officer (OCIO) to plan, implement, assess, and
maintain additional tools and platforms for discovery and
management of library resources.One of the fastest growing areas
with the Library Collections & Services Group (LCSG), the
Directorate encompasses three divisions: Digital Collections
Management & Services, the Integrated Library Systems Program
Office, and the Business Analysis Team, together totaling 82 staff
and contractors. The position offers the opportunity to have a

world.DutiesThe DSD has overall responsibility for a full range of
digital collections and metadata management services, as well as
overall responsibility for the Library-wide Integrated Library
System (ILS), metadata management systems and services, lifecycle
management of Library Collections & Services Group (LCSG) Discovery
& Preservation Services' (DPS's) digital collections, discovery
services, service unit-wide business and workflow analysis, and
automation workflow development and activities.Provides a wide
range of analytical, technical, managerial, and advisory functions
related to the various programs within DPS and LCSG.Has a wide
latitude and considerable responsibility, authority, and discretion
in carrying out responsibilities in these areas as well as overall
responsibility for improving access to and preservation of the
Library's digital collections, business analysis and metadata
services of DPS, as well as within the Library Collections and
Services Group (LCSG).Works in partnership with service unit
leadership, directors, managers, and the Library's infrastructure
offices while coordinating and overseeing highly complex and
diverse service unit programs.Is a member of the DPS senior
management team and participates with service unit managers and
supervisors in discussions and conferences concerning long range
planning as well as matters that affect the entire service unit's
digital programs activities and ILS.Works closely with the Office
of the Chief Information Officer (OCIO) to identify, prioritize,
plan, and co-develop technology solutions to support LCSG and DPS
goals.Responsible for the overall effectiveness of the Directorate;
the effectiveness of his/her communication and cooperation with
other members of the DPS Service Unit, the Library, and outside
organizations.Responsible for the quality and extent of his/her
participation on the Service Unit management team and his/her
effective leadership of subordinate managers, supervisors and staff
in incorporating the Library's priorities and values into their
programs and activities.Receives administrative direction in terms
of the broadly defined missions and functions of DPS, LCSG, and the
Library of Congress.Oversees administration and operations of the
Digital Services Directorate (DSD).Plans, reviews, monitors,
directs all programmatic, and operations consistent with the
directorate's mission and the Service Unit's goals, including
directing and managing large-scale operations, ensuring efficient
and effective achievement of specified goals and
objectives.Oversees the full range of broad, emerging, and/or
critical agency programs or operations required by the service
unit.Evaluates current and proposed programs and operations and
initiates modifies, recommends, or discontinues such actions, as
appropriate.Performs the human resource management functions
relative to the staff supervised. Establishes performance
expectations for directorate staff members and clearly communicates
expectations. Provides informal feedback and periodically evaluates
staff on organizational performance. Resolves informal complaints
and grievances. Takes personnel actions as necessary. Provides
advice and counsel to staff members, subordinate managers related
to work, and policy matters. Effects disciplinary measures. Reviews
and approves or disapproves leave requests. Assures training of
staff at all levels in the organization and staff fully comply with
the provisions of the safety regulations.Serves as the primary
advisor on various DPS and LCSG programs and operations, as well as
senior staff of the Directorate. Counsels senior management staff
and officials at multiple levels of the Library of Congress; senior
staff of other Federal, state, and local government agencies; and
private sector clients and vendors on Library of Congress matters
related to the subject matter area.Serves on inter-agency work
groups, task forces, or as expert on panels, special projects, or
studies critical to the resolution of far-reaching operating issues
and problems.
