JOB SUMMARY This position reports to the Vice President and leads the behavioral health and medical team, supporting the care and treatment of the persons served. The ED shall work with the Vice President of Maryland to ensure the provision of services that promote the clients ability to participate in appropriate community activities, and enable the individual to develop the daily living skills needed for independent functioning. The ED shall have operational oversight of Medical and Clinical programing including recruiting, hiring, training and supervision of staff. In addition, the ED shall implement and monitor the operating budget. The ED ensures the Programs operate and deliver services in accordance with current policies and procedures, contract requirements, and federal, state and local regulations. This role is critical in supervising and directing the clinical and medical aspects of treatments; act as physician member of a multi-disciplinary patient care team; plan and prepare standardized procedures and protocols; conduct in-service training; assure that medical care meets quality assurance standards; assure that quality primary outpatient medical care is provided for high-risk patients at the lowest cost; order laboratory tests and evaluate results; assure that patients medical charts and records are accurate and meet legal and medical requirements; may provide medical consultation to private physicians, health care professionals and community groups on public health matters; prepare records and reports; input, access and analyze data using a computer; attend/facilitate meetings. RESPONSIBILITIES Responsible for the overall health, safety, and operations of all program and facility components. Assist in developing the programs annual budgets(s), and manage program operations and services in accordance with the budgets, including revenue and expenses. Develop and implement effective consumer services and activities. Ensure complete residents and programs records are generated and maintained in accordance with policies and procedures and contractual and regulatory requirements. Act as liaison between the programs and funding/regulatory agencies. Ensure all applicable federal, state, and local government and contractual regulations and requirements are met or exceeded. Assist with the recruitment, manage and maintain effective program staff. Ensure effective resident and staff meetings are conducted in accordance with agency requirements. Conduct pre-service and in-service training for staff. Develop, implement, and maintain program operating documents including Policies and Procedures, Operations Manuals, etc. Compile and/or monitor all required reports. Attend all work-related meetings and training as required or needed. Assist in organizing, holding and facilitating Advisory Board Meetings. Performs other duties as assigned. Supervises primary care/medical providers regarding all medical needs and services. Evaluate and review the work of subordinate or other medical providers for appropriate diagnosis, treatment and chart documentation. Plan and prepare protocols and standardized procedures of operations. Work effectively with departmental staff and others contracted in the course of work. Participate in the analysis, evaluation and planning of health or mental health programs. Prepare clear and concise written and oral reports for stakeholders, VP of MD Regions and others as needed. Analyze situations accurately and adopt an effective course of action for treatment and corrective action. Conduct in-service training programs to both medical and behavioral health staff. Perform other duties as assigned depending on the needs of the program and direction of the program by the immediate supervisor. EXPECTATION Provide quality services and ensure programs meet all expected program outcomes, contract/licensing/accreditation requirements as well as the expectations of the persons served. Measurable Evidenced Based Practices implemented within programs. Successful satisfaction surveys and stakeholder program reviews. Secure and maintain applicable service line/program accreditations Participate a physician member of a multi-disciplinary patient care team. Community collaboration with key health stakeholders, other divisions of the Department, and other County departments EFFECT ON END RESULT Becomes the internal subject matter expert on patient centered care. Maintain effective relationships with other County Departments, County policy makers and community health stakeholders. Creates and maintains an environment of care for persons served and becomes a value member of the community. Duties, responsibilities and activities may change at any time with or without notice. Job Requirements:REQUIREMENTS Current Medical Licensed in the State of Maryland. Current Federal DEA License in the State of Maryland. Minimum five (5) years of residency training. Minimum three (3) years of experience practicing as a primary care or psychiatric care within a community health center (FQHC) or Clinic serving individuals with mental illness, behavioral health concerns or related co-occurring health conditions such as substance abuse or chronic health conditions. Degree in Medicine from an accredited United States Medical University. If degree is from outside of the United States, must provide degree review and validated by the Word Educational Services. Must have CPR/First Aide certification. Trained in cultural competency and working with diverse populations. Superb organizational and time management skills. Excellent decision-making skills and communication. Ability to work under pressure in a fast-paced environment. Compassionate nature with the ability to make patients feel at ease. Great management and leadership skills Must have experience with electronic medical records systems foothold/awards Ability to use independent judgment and address conflict and find resolutions. Strong problem solving and execution skills. Strong PC skills in a Windows environment (i.e. Word, Excel, Power point and email) Excellent interpersonal, written, and oral communication skills. Bilingual in any language a plus. PHYSICAL REQUIREMENTS The physical requirements described below are representative of those that must be met by an employee to successfully perform the essential duties of this job. The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment. -- - Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment. Operating office equipment requiring continuous or repetitive hand/arm movements. The ability to remain in a sitting position for extended periods of time.
