The Sytems Development Manager reports to the Healthcare Data
Architecture and Integration Director and is responsible for the
vision, strategy, design, performance, and standards for a team of
data architects working to build and support the data ingestion and
pipelines for the Precision Medicine Analytics Platform (PMAP).
This position plays an instrumental role leading the team
responsible for data management for the platform and individual
Centers of Excellence (CoEs).
The focus of the team is bringing healthcare analytics concepts and
designs to production on various datasets to create a platform,
which drives Johns Hopkins closer to becoming a learning health
system. It is important that this role understands the data that is
being managed, and the mechanisms for manipulating and migrating
that data into, and around within the platform. The Precision
Medicine project utilizes a multi-disciplinary team with many
contributors, ranging from technical platform engineers, data
architects, data scientists, and clinicians. As manager for the
PMAP Data team, this person will be responsible for managing the
data architects, and ensuring the team meets all deliverables while
interacting successfully staff from these other groups.
Furthermore, this manager will focus on aligning our enterprise
data architecture and design with the needs of the platform.
Participates in project planning to ensure effective use of
technology and/or business process to meet customers' needs.
Establishes and monitors project and task schedules and ensures
adherence to work deadlines. Provides leadership, motivation, and
direction to staff, builds teamwork, and fosters staff cohesion.
Performs regular staff evaluations.
- Perform discovery to understand process flows and CoE data
needs to help deliver requests for additional data sets and
- Direct oversight of the data architects on the PMAP data
management team, ensuring this team meets their timelines and
deliverables consistently and with high quality.
- Collaborate with various vendors (Microsoft, Epic, etc.) to
design and implement scalable data solutions.
- Provide experienced leadership for strategic planning in
designing and developing innovative and maintainable solutions.
Oversee and mentor staff members by reviewing tasks and
deliverables for quality. Provide guidance in system design and
- Develop, manage, and maintain standards for data migration and
maintenance within the PMAP.
- Review, develop, and implement processes for ongoing support of
the data pipelines developed, ensuring long-term support.
- Work closely with various members of the PMAP teams, including
Clinical Research Deans, Department Heads, engineering, and
clinical staff. These interactions will include planning,
negotiations, and design sessions among others.
- Make recommendations for optimization and performance
improvements to database design, as well as improvements to data
pipeline processes and tuning of software and hardware for existing
and projected needs.
- Oversee changes by adhering to the change management policies
and procedures for any given project to communicate to all parties
the nature, significance, and risk factors of the solution.
- Tracks a broad range of emerging technologies to:

enterprise products and continuous integration strategies
Knowledge, Skills & Abilities (KSA's):
--- Ideal candidate has experience with some form of a medical
background, either clinical, analytic, or research.
--- Requires a thorough knowledge of ""big data"" platforms and
analytics - preferably the MS Azure stack and/or Hadoop Distributed
File System (HDFS) in health system operations.
--- Strong technical knowledge of data integration tools and in
depth experience with SQL and NOSL databases (preferably MS SQL,
--- Experience with data Pipeline design and languages (preferably
Java, Azure Data Factory).
--- Experience developing or leading projects using data languages
such as R, Python.
--- Preferred experience with the Epic EMR and the data /

query performance tuning, and database technologies. Ability to

clinical data needs. Demonstrated experience in strategic guidance
and project creation for data warehousing and business process
--- Must be detail oriented, articulate and persuasive to conceive
and portray big data picture for the enterprise.
--- Strategic business acumen and understanding of organization
strategy, with an ability to design information systems to fulfill

Education: Work requires a professional level of knowledge in
Information Systems as required through completion of a Bachelor's
degree in Information Systems, Business Management or related
field. A Master's degree is preferred.
Ideally would have an Advanced degree in Computer Science,
biostatistics, or other medical research area.
Work Experience: Work requires demonstrated a minimum of seven (7)
years' experience with computer systems and applications, as well
as a minimum of five (5) years planning and managing projects.
