Functions: This position is an administrative/technical support
position providing telecommunication coordination,
teleconferencing, management, budgeting, and technical expertise
for the District Court of Maryland. The telecommunication duties
involve specifying, planning, and coordinating all voice and
communication projects. This position will analyze and recommend
cost-effective, reliable solutions to telecommunications needs on a
statewide basis in collaboration with the Judicial Information
System (JIS) Team. The incumbent will be responsible for supporting
the IT data wiring and communication needs of the District Court.
Serves as a member of project team performing requirement analysis,
architectural planning, and implementation strategies for
IT/Communication infrastructure products and services. This
position requires working closely with the Facilities Manager to
assess the overall and site-specific needs of the District Court
while functioning as a liaison with vendors, agency staff, Judges,
the Department of Information Technology, and JIS. The position
will also provide other District Court facility services' duties,
as needed, to include oversight and coordination of court
maintenance and assisting other DCHQ Coordinators with facilitating
and implementing new projects.Education: Associates degree from an
accredited college or university.Experience: Three (3) years of
work experience in the fields of budget, facilities, information
technology, project management, or telecommunications.Note:
Professional work experience as defined above may be substituted on
a year for year basis for up to two (2) years of the required
education.Skills/Abilities* Knowledge of the concepts, practices,
procedures, and techniques applicable to the field of
telecommunications. * Knowledge of telecommunications equipment,
voice communications, and systems. * Knowledge of wiring, data
issues, use of CAT 5/6, VOIP, and copper. * Knowledge and use of
telecommunications software for remote system administration and
local access. * Knowledge of Word and Excel. * Knowledge of current
developments and trends in telecommunication concepts and
technology. * Knowledge of Federal, State, and Local laws and
regulations pertinent to telecommunications. * Knowledge of the
District Court's mission, structure, culture, policies, and
procedures as they relate to telecommunications. * Skilled in
facilitating/negotiating agreements between vendors, carriers,
contractors, and others providing communication services. * Ability
to gather, correlate, and interpret a variety of technical data. *
Ability to project trends and to apply conclusions in devising
solutions to problems. * Ability to resolve conflicts between users
and vendors. * Ability to visualize the effect of proposals or
decisions and their impact on related systems. * Ability to
communicate clear, concise analysis, reports, and recommendations
orally and in writing. * Ability to maintain a harmonious and
effective working relationship with vendors, court personnel, and
technical staff in telecommunications, such as DoIT. * Ability to
read, interpret, and understand drawings, plans, and schematics.
Strong wiring, data, and telecommunications background in
infrastructure, lines, cabling, and support.The Maryland Judiciary
