  • Provide systems engineering support to NSA program, planning, requirements, and compliance organizations.
  • Support the customer by developing requirements, governance, and compliance frameworks. The contractor will be responsible for making sure various products meet Agency systems standards, will generate certification and compliance paperwork, communicate with staff across the assigned division, and educate personnel and customers about compliance programs.
  • Help prevent compliance issues by collaborating with engineering planning and design teams; reviewing design data; identifying and resolving product and engineering design issues; identifying short-term and long-range issues; researching and identifying applicable regulatory and industry compliance standards and codes; developing compliance policies.
  • Develops compliance plans by researching, analyzing, selecting, and applying compliance engineering concepts, approaches, techniques, and criteria; adapting and modifying compliance engineering options; developing and evaluating new compliance methodologies; reviewing processes, and documentation current state while planning for the future. DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS) The selected candidate must have -
    • A minimum of 14--years relevant, interdisciplinary experience with requirements development and documentation
    • Solid Systems Engineering background from concept through requirements, documentation, implementation, and support
    • Understanding of Systems Governance and Compliance
    • Experience with requirements and process determination to include direct interaction with customers or system users.
    • Within the last seven years, a minimum of three years' successful experience with requirements development and documentation for domain-specific requirements and compliance development and review. JOB REQUIREMENTS AND QUALIFICATIONS Education
      • Fourteen (14) years' experience as a SE in programs and contracts of similar scope, type and complexity is required.
      • Bachelor's degree in System Engineering, Computer Science, Information Systems, Engineering Science, Engineering Management, or related discipline from an accredited college or university is required. Five (5) years of additional SE experience may be substituted for a bachelor's degree.
      • Three to five (3 - 5) years of experience in the legal or technical aspects of Intelligence Community Privacy Compliance is required. Experience
        • Comfortable with visual representation design and interactive prototyping.
        • Use of Visio, PowerPoint, or other presentation software to develop clear graphical representations of "current" and "to be" views of the Mission Needs and their solutions. Specialized Knowledge/Skills Requirements
          • Leadership Professional in Ethics and Compliance (LPEC) certification a plus
          • Understanding of core computer principles such as: Access Control, Data Labeling, Auditing, provenance of data through multiple systems
          • Familiarity with the customer's environment, domains, programs and projects, and SIGINT guidance, direction, processes, roles, rules, and mandates from within NSA up through the Director of National Intelligence, to include Presidential directives and the United States Signals Intelligence Directives (USSID).
          • Significant experience with Intelligence Community customers, their missions, infrastructures, and data flow processes.
          • Demonstrated ability to translate user interviews/observations into domain descriptions, workflow diagrams, and identify problem areas within them.
          • Employ sound system engineering and human-machine interaction principles to develop, vet with customers, and refine high-level conceptual designs in response to identified problems. Individual Capabilities/Experience Desired:
