Primary Location: Client Site(s) in Aberdeen Proving Ground, MD OR Crystal City, VA

Job Summary:

IEM is looking for a suitable candidate to support a potential Department of Defense customer as the Project Manager of a team providing Test and Evaluation (T&E) Information and Data Management System prototyping and demonstration support; this system is based on a configurable low-code cloud-based enterprise software solution combining project management, content (data and documents) management, workflow management, application integration, and business intelligence/data analytics capabilities in order to more efficiently plan and execute T&E projects, manage the T&E results data and reports, and track organizational performance metrics.

Responsibilities:

  • Provide management, direction, administration, quality management, and leadership of the execution of the prototype development and demonstration project leading to field deployment.
  • Act as the overall lead, manager, and administrator for the effort.
  • Direct efforts of cross-competency teams including Contractors at multiple locations and shall serve as the primary interface and POC with Government program authorities and representatives on technical and project issues.
  • Responsible for regularly briefing leadership on program status and milestones including leading technical demonstrations of prototype system during various phases of development.
  • Oversee and manage overall project execution schedule by developing procedures, planning and directing execution of the contractual, technical, multi-disciplinary engineering, programming, maintenance, and administrative support effort, and monitoring and reporting progress.
  • Manage acquisition and employment of project resources and control financial and administrative aspects of the project. Notifies the CORs, immediately, of any problems or issues

Requirements:

  • Possess a Master of Business and Management (MBM), a Master of Business Administration (MBA), or a master's degree in a related technical discipline (e.g., Engineering, Computer Science, or Electronics). A Bachelor's degree with additional years of experience is acceptable.
  • Possess a minimum of 5 years of Project Management experience managing complex projects in an IT engineering or big data environment.
  • Possess a minimum of 3 years of experience managing projects utilizing non-traditional program management methodologies (e.g., Agile) in a big data environment.
  • Possess knowledge of current Department of the Army, Army Test and Evaluation Command (ATEC) T&E process Life Cycle and all existing T&E information, data management and sharing systems.
  • Possess knowledge of Army's digital transformation plan to accelerate and improve T&E and other data and information sharing by empowering a digital workforce with democratized access to data, collaboration tools, and advanced analytics.
  • Possess an active certification in one of the following:
  • Project Management Institute (PMI) Project Management Professional (PMP), PMI Program Management Professional (PgMP) certification, or equivalent program or project management certification.
  • Federal Acquisition Certification for Program and Project Managers (FAC P/PM) Level 3.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification

  • Hold an ACTIVE SECRET CLEARANCE or higher.
  • Knowledge of and/or experience with Cloud Hosted data/information sharing and analysis systems under Impact Levels 5 and 6 is a plus.
