Supervisor of HSE

Summary
This position is responsible for identifying, controlling, and
eliminating HSE issues that may pose a threat to workers, the
environment, or communities. Essential duties and responsibilities
include the design and implementation of HSE programs that ensures
the company success in achieving a "world-class" safety culture at
all levels within the organization with focus on manufacturing and
construction sites for Voith Hydro North America.
Responsibilities
* Act as the subject matter expert for all health, safety, and
environmental sites issues
* Establish a climate of collaboration with various parties at the
different Voith locations (Voith team and client)
* Support all active sites, warranty and future projects in
development of all required HSE documents (i.e., Confined space
assessments, Ventilation plans, Site Safety Management Plan, Safe
Job Procedures, Environmental plans etc.)
* Develop and ensuring the coordination of the various tasks during
the pre-mobilization, mobilization, commissioning, demobilization
phases of all field projects
* Ensure the implementation and monitoring of all local and federal
regulatory requirements, customer frames, prevention and HSE system
plans (Voith and client) and work processes to ensure safe work at
all Voith locations
* Monitor environmental permit requirements and other regulatory
needs of plant operations
* Participate in the implementation and monitoring of safety
training programs for Voith site employees and personnel according
to the corporate guidelines
* Perform, as required, site audits and inspections to confirm
compliance of project locations
* Act as a resource (mentoring and coaching) for managers,
supervisors and site personnel on Health and Safety policies,
procedures and practices
* Be proactive in proposing changes to improve efficiency of HSE at
the site level and on existing safety programs
* Analyze and provide support to the site on accidents
investigations, incidents or near misses and deliver strong
corrective and preventive actions to prevent recurrence
* Be a leader in HSE culture change
* Follow all KPIs and requirements to keep sites in compliance
status for Voith, client and authorities
* Maintains HSE Management System and documentation
* Project and maintain adequate field safety staffing levels to
support the business needs
* Develops and delivers training for all employees initially and
annually as required
* Provide cost estimates for site safety support during OTO
* Develop site specific HSE plans and regulatory submittal to
include, JSA's, Emergency Response, SOP's, Fall Protection Plans,
Lead/Asbestos, and others directly related to HSE for the
successful prevention/ reduction in incidents
* Tracks completion of all HSE related corrective actions for North
American sites
Qualifications
* Bachelor's degree in Occupational Safety and Health or similar
field required
* Minimum of 5-10 years HSE experience
* Knowledge of hydro power sector preferred or similar
experience
* Experience working in union environment preferred
* GSP, ASP, CHST, CSP, or similar certification would be an
asset
* Must be willing to travel, minimum 30% of the time
* Strong analytical, conceptual and implementation skills
* Strong computer skills utilizing Microsoft Word, Excel, and
Outlook
* Ability to work under time constraints and prioritize tasks to
meet deadlines
Physical Demands
Employees in this position are regularly required to walk, stand
and use hands to finger, handle or feel. They are frequently
required to reach with hands and arms. They are occasionally
required to sit, stoop, kneel, crouch, or crawl. Employees are
required to talk and hear in an industrial setting (noise level can
be high at times) and regularly required to lift 10 pounds and
occasionally required to lift up to 50 pounds. Travel is required
to job sites.
