Specific Duties and Responsibilities:
The Release of Information Specialist, under the leadership of the
ROI Supervisor and Manager, is responsible for interpreting all
requests for copies of medical records, ensuring proper
authorization, and compliance with legal and regulatory
requirements relevant to the privacy and security of protected
health information. The ROI Specialist will prioritize all requests
directly related to patient care, and ensure record copies are
securely sent based on the needs of the patient. The ROI Specialist
will apply controls to accurately identify the correct patient,
using all available patient identifiers in the electronic Master
Patient Index. The ROI Specialist is responsible for limiting
copies of clinical documentation, based on the specifics of the
request, in compliance with the Minimum Necessary Rule in the HIPAA
Regulations. The ROI Specialist will ensure a thorough and accurate
search of all current and legacy medical record systems, to include
paper medical records as applicable. The ROI Specialist will log
all requests into the ROI Database, and record the information that
was sent, to support the Accounting of Disclosures requirement in
the HIPAA regulations. The ROI Specialist will receive walk-in
customers and interact by phone on a daily basis with patients,
their families, attorneys, government officials, physicians, and
others. The ROI Specialist will safeguard and protect patient
privacy by identifying protected health information, ensuring only
authorized individuals are granted access to the information, and
will abide with all relevant hospital policies, State of Maryland,
and HIPAA regulations.
Licensure and Certifications:
None required. RHIT certification preferred.
Education:
High School diploma or GED required. Prefer active enrollment in an
accredited Health Information Management Program.
Years of Experience:
Ability to review a patient authorization for completeness, and
judge adherence to hospital and health system policies, state, and
federal regulations.
Ability to interpret requests for copies of medical records to
determine the specific information to be released.
Detail oriented and able to understand why requests must be
processed in a timely and accurate manner, according to established
policies and procedures. Critical thinking skills to consider all
source systems for clinical documentation, and follow guidelines to
ensure the accurate capture of documentation from current
electronic medical records, historical systems, paper-based records
in off-site storage, and other stand-alone information systems when
responding to requests for copies.
Ability to effectively communicate, via phone and in person, with
requestors to include patients, providers, attorneys, payers, and
various other internal and external customers.
Effective organizational skills required to prioritize simultaneous
requests, phone calls, issues requiring follow up, etc.
Strong customer service skills to ensure requestors receive prompt,
thorough, and courteous responses.
Record management experience in a healthcare setting strongly
preferred. Previous experience with privacy regulations preferred.
Customer service experience preferred.
Comes prepared to understand that health information is protected
by state and federal laws, and that the Health Information
Management Department is responsible for protecting patient
privacy, when managing requests for copies of patient records.
