Position Summary:
Reports into the Asst. Dir. Contracting Manager of the Supply Chain Sourcing team at Johns Hopkins Health System (JHHS). This position is responsible for creating and executing against a contracting strategy for the assigned non-clinical areas and purchased service. This includes management of day to day contracting activities such as drafting and negotiating contracts, monitoring contract performance, developing, evaluating managing vendor relationships and options, building relationships with stakeholders across JHHS to reach consensus and implementing contracts with end users. This position works with the legal department according to defined processes and procedures. The position manages both GPO and local contracts. In addition, the Sourcing Lead (non-clinical and purchased services) is responsible for conducting benchmarking activities, reviewing industry best practice and deep collaboration with Value Analysis teams (and other stakeholders, e.g. hospitals) to achieve cost savings, increase quality, and build and maintain a competitive contracting portfolio for non-clinical items and purchased services. The process of managing contracts for the assigned non-clinical areas and purchased services should at all times be aligned with the vision for the future of Supply Chain, namely, sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally.
Competencies:
Education:
A relevant bachelor's degree is required. A Master's degree or equivalent experience is preferred
Knowledge:
Extensive knowledge of supply chain contracting strategies and contract management. Excellent knowledge of legal and contract language, knowledge of non-clinical items and purchased services as well as knowledge of contract negotiation techniques. Knowledge of strategic sourcing including analyzing spend, benchmarking, reviewing industry best practice and achieving cost reduction whilst maintaining or improving quality. Knowledge of GPO and local contracting. Maintain a thorough knowledge of all product and service needs and industry developments in assigned categories, including their applications. Requires general knowledge of analyzing product lines, general understanding of finances and economics of purchasing as well as knowledge of developing marketing plans to introduce products or services. Advanced knowledge of Microsoft Excel
Skills:

  • Ability to develop and execute against contracting strategies for assigned non-clinical areas and purchased services in line with JHHS Supply Chain's strategic vision of sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally
  • Advanced contract drafting, negotiation and contract management skills for both GPO and local contracts
  • Ability to leverage deep analytical skills to inform sourcing/contracting strategies (e.g. benchmarking, industry/market analysis and spend analysis)
    • Ability to develop and maintain strong vendor relationships
    • Exceptional relationship building, interpersonal and communication skills
    • Track record of identifying and implementing cost reduction and quality improvement initiatives (e.g. pricing, standardization and utilization)
    • Ability to adapt to change
    • Ability to work in cross-functional teams (e.g. value analysis teams, physicians and clinical staff and administration support staff)
    • Ability to manage internal customer and supplier relationships to ensure successful contract implementation and operational effectiveness
    • Ability to participate in the formulation, development and revision to policies, procedures and strategies related to strategic sourcing as appropriate Required Licensure Certification, etc.

      Work Experience:
      Minimum of 6 years in strategic sourcing, purchasing / contracting field. Experience in a health care setting is highly preferred.

      Problem Solving:
      Responsibility includes but is not limited to membership and leadership roles in various value analysis processes and committees. Communicates and recommends to various affiliate representatives regarding alternative products and processes to achieve cost effective contracting models. Facilitates, individually or as part of a committee, disagreements between stakeholders regarding proposed sourcing strategies or product/service selections
      Information Management:
      Utilize data and reports obtained from various systems to develop or supplement reporting in support of sourcing activities, such as analysis, decision making and management/stakeholder presentations
      Working Conditions:
      Works in a normal office environment where there are few physical discomforts due to temperature, noise, dust, etc.
      Experience above and beyond the work experience requirement will be considered in lieu of degree on a 2 years of experience for 1 year of education basis
