Position Summary:
Reports into the Senior Director of the Supply Chain Sourcing team at Johns Hopkins Health System (JHHS). This position has two key responsibilities: First, for creating and executing against a contracting strategy for assigned (clinical and non-clinical) department(s). This includes management of day to day contracting activities such as drafting and negotiating contracts, monitoring contract performance, developing, evaluating managing vendor relationships and options, building relationships with stakeholders across JHHS to reach consensus and implementing contracts with end users. Second, using sourcing and business development skills and experience, focusing on (1) identifying and executing upon sourcing opportunities that bring value to JHHS with vendors located and operational within the jurisdiction of Baltimore City, Maryland, for the purpose of increasing JHHS spend with such vendors; (2) identifying and negotiating with vendors outside Baltimore City to locate to and operate in Baltimore City, where the purchase by JHHS of the vendor's products or services would bring value to JHHS; and (3) working with such vendors to hire residents in Baltimore City located in targeted zip codes. With regard to the second responsibility, the Local Sourcing and Business Development Lead will act as the JHHS liaison to HopkinsLocal and BaltimoreLocal. They should also provide support and technical assistant to retain and expand existing JHHS Baltimore City vendor businesses, and manage, track and maintain communication for a portfolio of sector stakeholders, particularly existing and emerging sector businesses. As appropriate, and with the guidance and oversight of the Senior Director for Sourcing, the Local Sourcing and Business Development Lead will represent JHHS Supply Chain at the Baltimore Development Corporation, Baltimore City Government and, within sector organizations, local, regional and national events.
This position works with the legal department according to defined processes and procedures. The position manages both GPO and local contracts. In addition, the Local Sourcing and Business Devleopment Lead is responsible for conducting benchmarking activities, reviewing industry best practices and collaborating with Value Analysis teams (and other stakeholders, e.g. hospitals) to achieve cost savings, increase quality, and build and maintain a competitive departmental contracting portfolio. The process of managing contracts in the assigned clinical department(s) (and seeking to increase JHHS spend for Baltimore City based vendors) should at all times be aligned with the vision for the future of Supply Chain, namely, sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally.
Competencies:
Education:
A relevant bachelor's degree is required. A Master's degree or equivalent experience is preferred
Knowledge:
Supply Chain: Extensive knowledge of supply chain contracting strategies and contract management. Excellent knowledge of legal and contract language, knowledge of clinical categories as well as knowledge of contract negotiation techniques. Knowledge of strategic sourcing including analyzing spend, benchmarking, reviewing industry best practice and achieving cost reduction whilst maintaining or improving quality. Knowledge of GPO and local contracting and its relation to departmental sourcing efforts. Maintain a thorough knowledge of all product and service needs and industry developments in assigned categories, including their clinical applications. Requires general knowledge of analyzing product lines, general understanding of finances and economics of purchasing as well as knowledge of developing marketing plans to introduce products or services. Advanced knowledge of Microsoft Excel is required.
Business Development : The Local Sourcing Lead must have subject matter expertise with regard to business developments in the healthcare industry, and health care supply chain in particular, through relationships with key industry stakeholders, other State and local government counterparts, involvement in professional organizations for the sector and through the close study of industry trends and innovations. He or she must understand the existing ecosystem of support for this industry sector not just in Baltimore but across the state and region, and be able to identify the gaps in support and make recommendations to leadership on a strategy to fill those gaps including shifts in practice, new programs or policy.

  • Ability to develop and execute against contracting strategies for assigned clinical department(s) in line with JHHS Supply Chain's strategic vision of sourcing the best quality products at the best price, treating customers with service orientation and focusing on supply chain excellence internally
  • Advanced contract drafting, negotiation and contract management skills for both GPO and local contracts
  • Ability to leverage deep analytical skills to inform sourcing/contracting strategies (e.g. benchmarking, industry/market analysis and spend analysis)
    • Ability to develop and maintain strong vendor relationships
    • Exceptional relationship building, interpersonal and communication skills
    • Track record of identifying and implementing cost reduction and quality improvement initiatives (e.g. pricing, standardization and utilization)
    • Ability to adapt to change
    • Ability to work in cross-functional teams (e.g. value analysis teams, physicians and clinical staff and administration support staff)
    • Ability to manage internal customer and supplier relationships to ensure successful contract implementation and operational effectiveness
    • Ability to participate in the formulation, development and revision to policies, procedures and strategies related to strategic sourcing as appropriate.
    • Ability to develop a comprehensive strategy to attract new vendors to Baltimore City and/or identify existing Baltimore City based vendors, which meet JHHS sourcing needs. Required Licensure Certification, etc.

      Work Experience:
      Minimum of 6 years in strategic sourcing, purchasing / contracting field. Minimum of 2 years in business development for municipalities. Experience in a health care setting is required.

Communicates and recommends to various affiliate representatives regarding alternative products and processes to achieve cost effective contracting models and to promote the location of new businesses into Baltimore City and increasing spend with those vendors located within the jurisdiction of Baltimore City. Facilitates, individually or as part of a committee, disagreements between stakeholders regarding proposed sourcing strategies or product/service selections
      Information Management:
      Utilize data and reports obtained from various systems to develop or supplement reporting in support of sourcing activities, such as analysis, decision making and management/stakeholder presentations
      Working Conditions:
      Works in a normal office environment where there are few physical discomforts due to temperature, noise, dust, etc.
      Experience above and beyond the work experience requirement will be considered in lieu of degree on a 2 years of experience for 1 year of education basis
