The Corporate Compliance and Ethics Analyst will assist the Program Director, Compliance and Ethics with maintaining and improving the Corporate Compliance and Ethics Program to ensure its continuing overall effectiveness. The position will retain our focus on integrity in all business transactions and compliance with the Code of Ethical Business Conduct, policies, and all laws and regulations that apply to CareFirst. The Compliance and Ethics Analyst will utilize available software performing a variety of tasks to assist with the design, implementation, monitoring and improvement of the CareFirst Corporate Compliance and Ethics Program. The position will plan and support the lead in the implementation of a variety of simple to moderately complex activities throughout the year to raise awareness of the importance of compliance and ethics.



Principle Accountabilities: Under the direction of Compliance and Ethics management responsibilities include but are not limited to the following:

Compliance Program Management

* Maintains an awareness of corporate compliance and ethics practices, developments and trends, notably within a health insurance environment. Consistently seeks opportunities to improve the Corporate Compliance & Ethics Program and develop a corporate culture of ethics and compliance.
* Develops, procures, and delivers creative content and useful tools that assist management and associates in understanding their roles and responsibilities in acting ethically and complying with company policies including all laws and regulations that apply to CareFirst.

Promotes an environment that supports CareFirst s core values serving as a role model for ethical behavior to foster a culture of compliance and ethical behavior.

* Creates, plans, coordinates, and implements activities for increasing the visibility and awareness of the Corporate Compliance & Ethics Program, including compliance & ethics week activities across the corporation as well as ongoing activities throughout the year to ensure associate awareness of compliance, ethics, values and privacy.
* Develops, collates, and coordinates all documentation to agencies/entities examining CareFirst to evaluate state of corporate culture of compliance and ethics.

Monitoring & Reporting

* Develops, updates and maintains, with assistance from the CareFirst Web Administrator, the Compliance and Ethics intranet website.
* Updates and maintains the filing information for the Compliance Filing Tracking System in Compliance 360. Conducts annual assessment and trains associates on the Tracking System.
* Provides in depth creative support to department management as the CareFirst Code of Ethical Business Conduct for associates and third parties is developed and revised.
* Analyzes, develops and presents internal and board ready detailed reports of data collected from the annual ethics survey breaking down the results to reveal company and departmental trends.
* Implements the annual Conflict of Interest/Compliance Certification campaign and tracks to completion all associates and contingent workers Conflict of Interest/Compliance Certification forms.
* Responsible for the technical online functionality of the Conflict of Interest process.
* Supports the planning and implementation of the annual Compliance & Ethics week activities and other compliance and ethics activities such as videos, games and articles throughout the year to raise and maintain corporate culture of compliance.
* Supports review by agencies and entities of CareFirst to evaluate our Corporate Compliance and Ethics Program, gathers, collates, provides and submits documentation as requested/required.
* Serves as a contact for the Compliance and Ethics helpline and phone contacts, responding to and directing associate queries to the appropriate resources for resolution.

Coaches and provides mentoring to less experienced team members. Helps contribute to the direction and vision for policy and quality standards for all departmental work.

QUALIFICATION REQUIREMENTS:

Education/Experience:

* Bachelor s degree in health care administration, business management or related field. In lieu of a Bachelor s degree, must have at least 4 years of industry related experience.
* Minimum of 3 years working experience in health insurance industry, managed care, government health programs, health insurance or provider compliance programs, internal audit, or related fields.
* Advanced knowledge of ethical, corporate compliance with a demonstrated ability to apply elements of the Federal Sentencing Guidelines for Organizations.

Abilities/Skills:

This position demands strong analytical, interpersonal, and written and verbal communication skills. Must have excellent organizational skills and ability to set priorities and handle multiple projects concurrently. Ability to research complex issues, interpret regulations and regulatory rulings/guidance, and exhibit sound judgment in determining a recommendation or solution to a problem. This individual must have the ability to follow instructions, to be flexible/versatile, to work independently with minimal supervision and to work as a member of a team. Experience in state, federal regulatory oversight is preferred. Must be creative and innovative, able to visualize impact of activities recommended to strengthen corporate awareness. Must be able to follow detailed requirements for a variety of corporate submissions to regulatory and other entities.
