Job Description:

ResponsibilitiesAs an Enterprise Architect at Noblis you will be part of our Centers for Medicare and Medicaid Services (CMS) account team. As part of the Noblis CMS team, you will be working with across the CMS enterprise address the challenge of providing IT services, delivering innovative and effective technology solutions, and driving IT transformation in support of and in collaboration with multiple business component partners to improve the quality, responsiveness, and delivery of healthcare services to beneficiaries, providers, and business partners. This initiative includes development and implementation of the CMS Technical Architecture, a multi-zone architecture that is crucial to the effective operations of all CMS Production Environments. As CMS continues to implement the components of the IT Modernization, you will be integral to guiding and innovating its policies, processes, and procedures for managing and controlling the enterprise.

The CMS is the largest healthcare coverage provider with over 145 million Americans that rely on the programs CMS administers including Medicare, Medicaid, the Children's Health Insurance Program (CHIP), and the Exchanges. CMS processed 1,250,257,000 claims and paid providers $701.8 billion dollars in FY 2018. These systems are supported by an IT budget of $2.8 billion, as reflected in the FY 2019 Operating Plan.

As an Enterprise Archtiect, you will:



  • Provide broad technical leadership to a wide range of work programs
  • Responsible for providing significant contributions to our client's most difficult and challenging scientific, engineering, or analytical projects and activities
  • Principal technical spokesperson for Noblis on company capabilities and future efforts
  • Oversees the technical direction of implementing new technologies, strategies, or methods
  • Exhibits a superior degree of ingenuity, creativity, and resourcefulness in problem-solving
  • Prepare and present a variety of technical information and lead the development of innovative principles and ideas
  • Lead or contribute to internal research programs in support of scientific and/or technological advances
  • Act as peer adviser and is recognized as an industry expert


    Client Engagement-- Contribute to large capture strategies, actively engage with clients, and market Noblis capabilities externally -- Foster appropriate identification and selection of business development opportunities, and provide thought leadership to help shape future work -- Win 2 task orders, identify big bets or take responsibility for a re-compete

    Qualifications




    • Minimum of a Bachelor's degree or equivalent experience (Science, Technology, Engineering or Mathematics)
    • At least 15 years experience working in a Sr. IT capacity, including specific experience with enterprise IT infrastructure and shared services
    • In-depth knowledge of IT Modernization industry trends, sourcing strategies, federal procurement regulations and guidelines
    • Knowledge of Technology Business Management (TBM) and federal Enterprise Architecture frameworks
    • Experience with leading Enterprise Architecture solution development/engineering or hands-on implementation of EA solutions
    • Experience in developing and working with IT and Enterprise Architecture/Infrastructure reference architectures and risk management frameworks
    • Ability to develop Technical Reference guidelines based on best practices and industry standards
    • Experience with cloud architecture and service solutions and monitoring within the AWS and Azure environments, including knowledge of AWS tech stack and tools
    • Conceptualizes, models, and guides the logical design and development of systems architectures, and defines key systems capabilities and performance requirements
    • Defines total systems design, technology, and interface operational concepts
    • Often acts as a technical project leader and provides work leadership for lower level employees
    • Ability to thrive in an ever changing, technology based consulting environment
    • Ability to translate technical requirements into business solutions including experience analyzing current state quantitative and qualitative data, summarizing findings, developing conclusions, and making strategic recommendations
    • Demonstrated leadership experience and ability to adapt, with willingness to readily take ownership of tasks and problems, which often extend beyond initial scope of responsibility
    • Excellent interpersonal and communication skills (verbal and written), including formal report writing experience
    • Initiative to actively seek new knowledge and improve skills
    • Experience developing proposals, RFI/RFP responses, and client presenting briefings

      Desired qualifications:



      • Understanding of CMS' IT strategies, the Virtual Data Center Program and the CMS cloud environments
      • Knowledge of CMS Information Security Acceptable Risk Safeguards, CMS Risk Management Handbook, CMS Information System Security and Privacy Policy and Other federal and industry guidance and best practices
      • Proficiency with dashboard / visualization tools such as Tableau or Microsoft Power BI
      • Proficiency with JIRA, Confluence
      • Experience working with Federal Government clients
      • Enterprise Architect certification (TOGAF, ITIL, Certified Enterprise Architect (CEA) Black Belt, AWS Certified Solution Architect for example)
