companies. Summary: The mission of the United States Air Force (AF)
is to fly, fight, and win in air, space, and cyberspace domains.
The AF/A4C aims to effectively optimize resource allocation and
Civil Engineering (CE) programs while modernizing and
recapitalizing installation infrastructure, protecting installation
from mission degradation, and executing sustainment programs. The
successful candidate will assist Air Force Civil Engineers
coordinate, consolidate, develop, and maintain military
construction (MILCON) governance, programmatic documents, action
plan recommendations, task and inquiry responses, and issue
resolution action plans. This position is at Air Force HQ at the
Pentagon. Essential Duties and Responsibilities: Includes the
following (Other duties may be assigned): Provide detailed updates
to leadership and stakeholders by participating in meetings/forums
and coordinating, consolidating, developing and
delivering/presenting associated meeting materials (e.g. slides,
after action reports, minutes). Engage with AF and DoD Functional
Experts, leadership and stakeholders, to define collaborative
MILCON processes, procedures, playbooks and execution requirements
and presenting these materials in meetings, forums, and trainings.
Perform MILCON program analysis and generate trend, compliance and
requirements materials across multiple programs including, but not
limited to, appropriated funds, non- appropriated funds, Defense
Logistics Agency administered programs, the defense access roads
program, various energy-related programs, and construction
supporting overseas contingency operations Develop, coordinate,
review, edit, track, submit and maintain Congressional notification
packages, project authorization requests, DD Form 1391 programming
packages and business redirection change management actions.
Provide guidance and program oversight to CE enterprise users on
execution and implementation of programs. Coordinate and
collaborate with Government personnel in the development,
implementation and execution of MILCON projects and programmatic
criteria IAW applicable policies and facility design and
construction standards Provide technical analysis and support for
development and maintenance of AF strategic goals, objectives, and
sub-objectives. Supervisory/Management Authority: This position
does not have management authority or supervisory capacity.
Education and/or Experience: A Bachelors degree in a Facilities
Engineering discipline (i.e. Civil, Mechanical, Architecture, or
Electrical) Five years of experience as a policy analyst or program
manager in facility programming, project management or facility
engineering related programs Substantial knowledge of facility
programming rules and unified facilities design and construction
standards Experience with the Air Force or DoD MILCON process and
budgeting process is desired Knowledge, Skills and Abilities:
Operational Experience with facility planning and programming rules
and regulations Broad expertise in reviewing/implementing
strategies, processes, policies and programs related to MILCON
Ability to communicate effectively both orally and in writing
Ability to comfortably interact with senior level government and
contractor personnel on an as needed basis Excellent organizational
and critical thinking skills Ability to manage multiple tasks
concurrently Proficiency with Microsoft Word, PowerPoint, Excel,
and Outlook Requires a Common Access Card (CAC) or the ability to
obtain one through a federal investigation. CLEARANCE: Current
Secret (or higher) clearance required. WORK ENVIRONMENT Office
environment inside of a federally secured facility Applicants
