Job DescriptionPricing Analyst - Government Contracting job is a
remote position.Pricing Analyst - Government Contracting Job
Overview:The Pricing Analyst will serve as a key member of the
Business Development & Finance Departments under general
supervision of the Director of Finance and Contracts. The Pricing
Analyst analyzes pricing requirements and creates pricing models in
response to requests for proposals (RFPs) on all major types of
contracts (Firm Fixed Price, Time & Materials, etc.) of varying
size and complexities within the Federal, State and Local space.
This position must take a lead role in creating pricing proposals,
competitive analyses, Price-to-Win and assessment of financial and
execution risk.Must have the ability to handle multiple tasks in a
fast-paced deadline-oriented environment. Excellent verbal,
written, analytical and presentation skills. Perform business and
management tasks in the area of Pricing with minimal
supervision.Essential Functions
- Support all phases of the proposal process, including pre-RFP
strategic reviews, pricing and cost-related proposal development,
Q&As, and pricing reviews.
- Review Government Request for Proposals (RFP) and Requests for
Information to determine general and specific cost requirements and
ensure proposals comply with all requirements.
- Identify pricing and Price-to-win strategies to increase cost
competitiveness, review RFP requirements, build appropriate
financial models, and present financial overviews to upper
management.
- Assists in evaluating proposed labor rates, indirect rates, and
escalation rates based on available sources, such as payroll
records, internet salary survey sites, SCA/DBA wage determinations,
and various published indexes (g., Department of Labor, economic
forecasting services, actual indirect rates by LLC, etc.).
- Analyze and develop estimates of labor, material, equipment,
travel, and other direct costs against actual expenses, historical
data, or price-to-win data.
- Interacts with various departments and/or individuals (e.,
Human Resources, Payroll, Contracts, Accounting, Legal, Program
Managers) to obtain needed data and rationale for the pricing
and/or business (narrative) proposal.
- Interface extensively with proposal team (Proposal Manager,
Capture, VP of Growth, Proposal Writer) to ensure proposal
compliance and coordination
- Perform price/cost analysis on subcontractor proposals
- Respond to Prime Contractor's data calls as needed
- Prepare equitable price adjustments resulting from changes to
SCA minimum wage rates and fringe benefitsRequired Education and
Experience
- Minimum of a Bachelor's Degree in Business, Accounting/Finance
or related field
- 4+ years of demonstrated ability understanding Federal
Government requirements, apply contracting and pricing principals,
and support the pricing aspects of proposal development
- Proven experience developing and working with Excel Pricing
Models and conducting pricing analysis, inclusive of competitive
and comparative analyses
- Experience developing proposal Business Narrative volumes
- Possess excellent Excel, Word, and PowerPoint skills
- Possess superior attention to detail
- Ability to read an RFP/RFQ and understand price volume
deliverables, required formats, and evaluation factors
- Experience working with all phases of solicitation processes
such as RFI/RFP/RFQ responses and negotiations
- Experience with all contract types (FFP, T&M, CPFF/AF/IF),
and contract vehicles (GSA, IDIQ, BPA, etc.)
- Familiarity with Government Cost Accounting Principles and the
FAR/DFARWork Environment and Physical Demands This role operates in
a professional environment, routinely using standard office
equipment. While performing the duties of this role, the employee
is occasionally required to stand; walk; sit; use hands to finger,
handle, or feel objects, tools or controls; reach with hands and
arms; climb stairs; talk or hear. The employee must occasionally
lift or move office products and supplies, up to 20 pounds.Position
Type/Expected Hours of Work This is a full-time position;
occasional evening and weekend work may be required as role duties
demand.Travel Occasional out-of-area and overnight travel may be
