Our business helps support their way of life and contributes to the survival of a culture that has thrived in a challenging environment.Summary:RiverTech is seeking an Program Analyst to utilize their USCG electronics experience, naval engineering experience and technical writing skills to provide maintenance, configuration management and administrative support for electronics systems onboard cutters at the Surface Forces Logistics Command (SFLC) Icebreaker, Buoy and Construction Tender Product Line (IBCTPL).Responsibilities:Provide provisioning and logistics analysis support to assist the IBCTPL ENG-SES2:Provide support in engineering, customer service, discrepancy checklist consolidation and database management.Assist IBCTPL discrepancy response process by validating reports and conducting data entry and documentation in accordance with standard operating procedures and process guides.Collect, review, validate, update, and analyze discrepancy data maintained by individual Hull, Mechanical, and Electrical (HM&E) and Electronics asset managers.Review, maintain, and update cutter maintenance records.Input all pertinent discrepancy data into required USCG IT Systems and perform regular updates to maintain database accuracy.Collect, review and analyze fleet maintenance reports to establish and monitor maintenance procedure development including organizational maintenance completion results.Collect, review and analyze engineering reports produced by various maintenance activities. These activities may require the creation and maintenance of databases and developing action items based upon results.Collect, input, edit, extract, consolidate, analyze, report, present and maintain historical information for CG-22s, FLS-MAM concerns, integration data, MPC/TCTO status, and section project summaries.Forecast trends based on data analysis of various mathematical and other means (linear trend, Weibull analysis, etc).QualificationsMinimum Qualifications:Must pass USCG suitability screeningBachelor's degree in engineering, management or associated field and zero (0) to three (3) years of recent and relevant experience in shipboard engineering or a related field. Two (2) years of additional experience may be substituted for degree.Possess a working knowledge of Coast Guard processes, principles, and tools. These include databases used to review, maintain, and update cutter maintenance records.Possess a working knowledge of the SFLC discrepancy response process for Hull, Mechanical & Electrical (HM&E) and Electronics response including use of Electronic Asset Logbook (EAL), and other IT systems used to perform discrepancy response tasks. This includes proper formatting in USCG IT Systems.Proficiency in current IT tools such as COGNOS, SFLC Central, CGBI, CG-LIMS STIP, and Microsoft Excel to collect, validate, and format technical reports.Possess an understanding of Reliability Centered Maintenance (RCM) concepts, Level of Repair Analysis (LORA) and Readiness Based Sparing (RBS) models.Possess an understanding of the four cornerstones of the Coast Guard business model (i.e. Configuration Management, Total Asset Visibility, Bi-Level Maintenance, Product Line Management). Be able to clearly speak, read, and write in American English using proper grammar and punctuation.Possess a working knowledge of all standard office equipment (phones, computers, scanners, fax machines, etc.) as well as Microsoft Office applications.The duties and responsibilities listed in this job description generally cover the nature and level of work being performed by individuals assigned to this position.
