IntroductionThe Maryland Department of General Services (DGS)
supports State and local government agencies, as well as local
non-profit organizations and the citizens of Maryland, by providing
facilities management, real estate and surplus property services,
as well as security and law enforcement for State buildings. DGS is
also responsible for a full spectrum of facilities engineering,
design and construction services, almost $1 billion in annual
contract administration, and overseeing the State procurement

pleasure of the Appointing Authority ("at-will").GRADE24LOCATION OF
POSITIONThis position is available with the Department of General
Services (DGS), Office of Facilities Management, located at 29 St.
Johns Street, Annapolis, MD 21401. Main Purpose Of JobThe Director
of Operations will provide executive level leadership and oversight
of DGS Facilities Management staff who are directly involved in the
daily work of operating and maintaining DGS buildings. This
position ensures projects are completed and the priorities of the
office and the department are met.POSITION DUTIESDuties for this
position include but are not limited to: - Provide leadership,
guidance and instruction for the Computerized Maintenance
Management System (CMMS) Unit and Superintendents to ensure
buildings are fully operational and CMMS is operating at full
capability to monitor building conditions and predict maintenance
needs. Develop strategic plans, standard operating procedures and
detailed work plans. Recommend policies and identify ways to
promote more efficient operations.- Resolve departmental issues and
interpret policies. Function as liaison between senior management
and subordinate staff. Coordinate with Assistant Secretary to
identify and act on priorities. Work with the Office of Design,
Construction & Energy on maintenance and capital projects. Ensure
operations stay within budget.- Represent the Office of Facilities
Management at internal and external meetings, including meetings
with other agencies, officials and the general public. Communicate
goals and priorities effectively. Stand in for the Assistant
Secretary as directed and present a positive image for the
office.MINIMUM QUALIFICATIONSEducation: Bachelor's degree from an
accredited four-year college or university.Experience: At least
five (5) years of professional experience as a senior level manager
of commercial or government office building management, operations
and maintenance. At least five (5) years of professional experience
performing maintenance on building mechanical systems (such as but
not limited to HVAC, electrical, plumbing, etc.) At least two (2)
years of experience developing strategic plans and standard
operating procedures.DESIRED OR PREFERRED QUALIFICATIONSStrong
preference will be given to applicants that possess the following
preferred qualifications. Include clear and specific information on
your application regarding the qualifications.- Strong written and
verbal communication skills for dealing with executive level
leadership team, agency management, staff, vendors and building
