Job Brief Program Analyst III C6, a subsidiary of Goldbelt, Inc., Goldbelt, Incorporated is an urban, Alaska Native, for-profit corporation with locations in Juneau, Alaska and Herndon, VA. Its primary purpose is to manage assets and to conduct business for the benefit of its shareholders, approximately 3,600 people, almost all of Alaska Native heritage. Goldbelt, Inc. is in search of a Program Analyst III--to support the Joint Project Manager Guardian--(JPM G), SharePoint Support--in Edgewood,--Maryland. Required Experience Assist the team lead with the planning, development/refinement, initiation, and execution of new requirements, projects, procedures; applying guidelines, Department of Defense (DoD) acquisition and life cycle management policies, procedures, and practices. Maintain awareness of program execution and milestones, as well as their strategic impacts. Consider affordability, technology maturity, and responsiveness to assist in the formulation of broad, time-phased operational goals and initial capabilities. Assist in development, design, and implementation of annual and long-range plans to realize the product development components of strategic goals. Facilitate milestone planning by preparing, reviewing, and updating technical briefing materials, documentation, and program schedules; and developing and implementing technical and programmatic plans and measures to track programs. Apply relevant skills to review, analyze, and evaluate program development, status/progress, and performance (i.e., acquisition strategies and documentation, acquisition phases and decision levels, and timing and scope of decision reviews), and make recommendations for tailoring an acquisition approach which best fits program conditions.-- Recommendations shall minimize the time it takes to satisfy the validated need, consistent with common sense, sound business management practice, applicable laws and regulations, and the time-sensitive nature of the users--- requirement. Review and assess technical, cost, and schedule data and work with Government staff to identify shortfalls and potential corrective actions. Assist in identifying, assessing, developing, and mitigating program risk. Work at a senior level to stimulate customer alliances for portfolio, program, and project support, maintaining personal and organizational interactions to enhance stakeholder relations and actively promote rapport with customers. Write, review, and staff high-level staff action papers, studies, policies, and acquisition documents, applying DoD acquisition and life cycle management policies, procedures, and practices. Draft, review, staff, file, and update a variety of documents, to include acquisition documentation, memorandums, information and issue papers, briefings, executive summaries, milestone review packages, e-mails, and meeting minutes.-- When applicable, documents shall be prepared in accordance with DoD policies and procedures for the research, development, test and evaluation, and procurement of materiel and shall be sufficiently complete, accurate, and timely to establish program goals, objectives, and milestones. These activities will require use of the Microsoft Office suite of software, with specific experience in effective use of Outlook, PowerPoint, Microsoft Excel, and Word. Maintain a list of required documents for assigned programs with corresponding projected need dates. Lead an integrated product team (IPT) and/or participate and provide input to program functional IPTs, IPRs, milestone decisions, and required program updates. Coordinate both internal and external conferences, meetings, and reviews for relevant stakeholders, ensuring that locations, phone, and video teleconference lines are properly booked for use; scheduling speakers; developing and providing meeting materials (e.g., day-to-day schedules, agendas, presentations and displays, etc.); and tracking action items as needed.-- The contractor shall support each event in person and/or via teleconference, video teleconference, and web conference.-- In addition, for each meeting conducted, the contractor shall develop meeting minutes and/or an executive summary. Review and provide input to acquisition documentation in support of program milestone decisions and integrated program reviews (IPRs). Provide input to support annual, monthly, and weekly recurring reports, as needed. Brief leadership on the status of program reviews and recurring reports. Provide program status updates at regular senior staff meetings. Communicate programmatic issues, concerns, and information. Assist to develop and update top-level briefings for public presentation to be utilized at various conferences and events. Track the status of action items, meeting minutes, program milestones, and monthly reports. Assist in determining appropriate assignments; setting priorities, monitoring progress, and reporting on progress to meet established milestones and deadlines. Ensure that product teams are aware of deadlines, assignments, and objectives. Assist in maintaining program management tools and processes. Obtain and maintain all information regarding the projects and events he/she is responsible for managing and provide updates on issues, upcoming meetings, briefings, and taskers related to assigned projects, both orally and in written form.-- Assist in the review, preparation, and submission of responses to formal taskers related to acquisition and program office operations. Monitor/protect acquisition-sensitive materiel. Meet assigned deadlines. Serve as the JPMG SharePoint administrator, providing oversight and daily management for five diverse SharePoint sites which support the JPMG Headquarters (HQ) staff and five distinct Product Offices. Manage, administer, and maintain the SharePoint sites, responsible for the following day-to-day activities: Granting and managing user requests and permissions Building user groups Executing a process to migrate and archive legacy program information and other shared electronic files Creating indexes for easy retrieval Providing user training Maintaining standard operating procedures and user guides Updating contact information for personnel within the organization Add new files and links as needed Maintaining up-to-date user access, contact information, user guides, and files Develop administration techniques and business forms within the SharePoint Server 2013 Portal. Participate in and/or lead reoccurring IPTs/meetings with senior leadership and/or the Product Offices--- SharePoint leads to discuss the most efficient ways to migrate multiple SharePoint environments. Design and develop solutions to address business needs and opportunities, and propose changes that would make the SharePoint environment a more effective solution. Serve as the subject matter expert (SME) for the development of web parts and console applications used to support JPMG customers within the SharePoint environment. Lead a business information management process that allows users to quickly adapt to changes within the SharePoint portal, both planned and unplanned. Monitor, analyze, and respond to user and system problems. Develop, implement, and update the JPMG education program for data management to provide information, training, and assistance to users. Provide technical assistance to users accessing the cost, schedule, and performance tools, as well as general navigation within the ever-changing JPMG SharePoint portal. Evaluate system capacity, planning, and coordinating for future data management system developments, expansion, and upgrades. Facilitate development of the JPMG Website/Homepage to increase exposure to external organizations, promoting the JPMG mission and providing links to all JPMG sections, events, and documents. Prepare briefings, decision documentation, and program information to support internal and external communications. Serve as back-up Task Manager for Document Staffing System (DSS) and Staff Action Status Information (SASI). Assist the Director of Operations in managing the 2 nd floor Secret Internet Protocol Router (SIPR) room in E8228, to include opening and closing the room and performing daily security checks.-- In addition, regularly check the SIPR computers and phones for connectivity and contact the Security Manager when needed to report any issues. Assist JPMG Operations to perform a variety of activities including, but not limited to, the following: Acquisition management Policy development (e.g., standard operating procedures (SOPs), protocols, processes, etc.) Implementing the Management Control Process and Information Management System Coordinating and performing public affairs activities International programs support Coordinating program activities and tasker responses across the organization Developing all reoccurring program information briefings -- -- Secret
