JOB SUMMARY: The Facilities Engineer Manager has managerial level oversight of physical plant operations and building maintenance and repair work and is also responsible for the successful overall direction, administration and coordination of all activities of the Facilities Department. Provides direct supervision to maintenance supervisors as well as skilled, semi-skilled and unskilled maintenance workers. The Facilities Engineer Manager is expected to demonstrate thoughtful decisions in a high-pressured environment, while consistently maintaining the Caesars model for success while providing excellent guest service. All duties are to be performed in accordance with federal, state, local laws, regulations, and ordinances, as well as department and Company policies, practices, and procedures, within the framework and intent of the Horseshoe Casino Baltimore. Directly Supervises: Facilities Department Key Job Functions: * Has overall responsibility for maintaining the integrity of the facility including major mechanical systems, fire & life-safety equipment, grounds, parking, lighting systems, plumbing, kitchen equipment, electrical, controls and any other systems and equipment comprising the physical structure and appurtenant infrastructure * Manages Facilities Department staff, including skilled trades (e.g. electricians, plumbers, carpenters, etc.) to maintain the property in a manner that ensures an optimal guest experience and long-term asset preservation as well as coordinates, oversees and interacts with outside vendors to assure that all systems and related equipment are operating as designed and that maintenance contract terms and conditions are met; * Manages utility expenses and leads initiatives to maintain lowest possible costs through improved operational efficiencies and deployment of innovative technology * Responsible for developing work scope, soliciting bids, contractor selection and oversight of all 3rd party contractors that may be engaged in operations and/or maintenance activities at the facility. * Supervises the operation, maintenance, repair, modification and replacement of Central Utility Plant, Mechanical/Electrical/Plumbing, Fire/Life Safety, Vertical Transportation and Energy Management systems and related equipment; * Organizes, schedules, and coordinates the technical maintenance and repair work performed by skilled and semi-skilled maintenance workers * Inspects completed job assignments for adherence to trades standards or contract specifications; * Prepares contractual specifications for maintenance, repair, modification and replacement work to be done by outside vendors; * Develops and revises internal operating procedures; * Reviews outside vendor specifications, procedures, products, materials, and workmanship and compares cost of completed jobs with original cost estimates; * Establishes a budget for expenses (both operating and capital) and operates within those guidelines * Reviews and approves monthly billing; * Conducts operational inspections, planned preventative maintenance and performs advanced troubleshooting of Central Utility Plant, Mechanical/Electrical/Plumbing, Fire/Life Safety, Vertical Transportation and Energy Management systems and related equipment; * Inspects and secures equipment, tools, parts and supplies when received to ensure compliance with specifications; * Inspects shop and work areas for adherence to safety, sanitary, and security regulations; * Uses computer for EMS monitoring and scheduling, CMMS scheduling and tracking of maintenance activities, email communication, Outlook calendar, internet search and purchasing, and various systems e.g. training, timekeeping, purchasing card transaction approval, etc; * Provides on-the-job training to semi-skilled and unskilled employees; * Maintains maintenance inventory and requisitions parts and supplies as needed; * Must be available for evening and weekend emergency repairs. On-call emergency response as needed, or shift work as assigned; * Performs other related duties. Other duties as assigned, which may include (but are not limited to) misc. plumbing, HVAC, minor electrical repairs, misc. minor repairs or cleaning as may be needed; KNOWLEDGE, SKILLS AND ABILITIES: * A minimum ten years in engineering, facility management or a related area, with progressive supervisory/managerial experience is required * Licensed knowledge of the operation of Central Utility Plant systems and equipment; * Skill in the maintenance of Central Utility Plant systems and equipment; * Skill in evaluating the hazards, safety and efficiency of Central Utility Plant operations; * Skill in adjusting operating controls to obtain desired results; * Skill in maintaining fuel consumption records; * Skill in operating and maintaining central air conditioning equipment and components; * Knowledge of the practical application of electronics, hydraulics and mechanics as used in building maintenance work; * Knowledge of the principles of supervision in the building maintenance trades; * Knowledge of the Energy Management System computer systems and automatic temperature controls; * Good working knowledge of CMMS systems with the ability to mine and analyze data for trends/reports; * Knowledge of inventory practices; * Skill in the care and storage of building equipment and supplies; * Skill in training employees in building maintenance work; * Skill interpreting and following blueprints, schematics and engineering specifications; QUALIFICATIONS: * Must be able to obtain and maintain a gaming license issued by the Maryland Lottery Gaming and Control Commission. * High School diploma or equivalent. * Candidates are preferred or willing to obtain a Maryland First Grade Stationary Engineer License from the Board of Examining Engineers and must list the license number and expiration date on the application. License will be verified. Consideration may be given to those candidates who currently qualify to take the Grade 1 exam. * Excellent written and verbal communication skills a must * Ability to lift and carry up to fifty (50) pounds at a time. * Ability to push and pull heavy items and equipment. * Ability to perform various activities such as constant standing, walking, frequent bending, reaching, kneeling, and squatting. * Ability to work well with people, in a team environment, and to communicate effectively both written & oral. * Ability to function in a fast paced environment, under short time constraints, and within established deadlines. * Ability to work a flexible schedule including extended hours, weekends, and holidays.SDL2017
